Mandatory requirements when replacing a meter in an apartment

Installation of electricity metering equipment in apartments takes a few hours, and disputes about who should pay and perform all the work can last for months.

The general rules are:

Informing the owner and his actions

According to clause 155 of Decree of the Government of the Russian Federation No. 442, which regulates the issues of replacing the device, the owner / tenant of housing must:

  1. Not more than once a year and at least once every 6 months, allow the network organization to check the meter.
  2. Familiarize yourself with the act of verification.
  3. If the electric meter is out of order, put your signature under the notification of the need for replacement.

What does a replacement notice look like?

Paragraph 176 of Decree No. 442 clarifies that the identification of a malfunction or unsuitability of metering devices during an inspection by a network organization is drawn up by an act that is signed by a supplier of last resort and a consumer.

Installation at the expense of Energosbyta

According to the norms of the Law of the Russian Federation of November 23, 2009 No. 261 “On Energy Saving and Increasing Energy Efficiency”, the owners of buildings and the energy supply organization must ensure that housing meets all energy efficiency indicators and the requirements for equipping with metering devices.

After receiving an application to replace the meter from the tenant, Energosbyt is obliged to respond to it within 3 days and send an electrician.

Installation of meters at the expense of the resource supplying organization is carried out if the device is located on the staircase or in municipal housing.

Installation of a new meter

The installation of new equipment must be taken seriously. If an inexperienced or irresponsible installer fails to meet the basic installation requirements, the energy saving company may refuse to confirm the installation and inspection work.

What should a consumer who received a notification about a meter replacement do? First of all, carefully read the list of organizations offering replacement services and the grounds indicated in the notice.

Only the power generating company that supplies electricity to a particular house has the right to officially replace, check and seal meters, and only in cases where:

  • the counter is out of order;
  • not listed in the register of metering devices;
  • the check interval of the device is violated.

Otherwise, the replacement is not performed.

After making sure that the notification was sent by the authorized organization, the homeowner must complete the replacement of the equipment within 30 days.

If for some reason this requirement is not met, the calculation of the used electricity will be made taking into account the average monthly consumption.

Sealing equipment after replacement

After reinstalling the meter, the procedure for sealing the device should be carried out as soon as possible. Otherwise, the meter will not be allowed to operate.

In accordance with paragraph 8 of Decree of the Government of the Russian Federation of 04.05.2012 No. 442, actions to commission equipment, install seals or signs of visual control, to take and provide meter readings are performed free of charge, unless otherwise expressly provided in this document.

Documents that the owner receives after replacing the device

After the completion of all work, Energosbyt employees draw up an act of replacing an electrical appliance in two copies, which is signed by the customer and the contractor.

One copy of the act is issued to the tenant, and the second is provided to the energy supply organization to recalculate the cost of electricity consumed.

Meter installation requirements

First of all, the electric meter must be on the list of approved devices that have passed state certification.

The manufacturer must have a license for the manufacture of electricity consumption meters.

If this is all right, consider the other requirements:

  • the accuracy of the meter readings must correspond to class 2;
  • the strength of the current passing through the electrical networks of the house must correspond to the power of the electric meter;
  • the distance from the floor to the lower mounting platform of the device should be 0.8-1.7 m;
  • wiring to the shield must be continuous without adhesions and twists;
  • the meter must be securely fixed and protected from external influences by a metal container or cabinet;
  • the installation site of the meter for a private house should be located in a well-protected area from atmospheric influences, but at the same time, free access to the scoreboard with readings must be provided for measuring the credentials.

After completion of installation or repair, it is necessary to accept the meter for operation by representatives of the energy sales service. The employee checks the installation of the device for compliance with standards, puts it on the state. accounting counter, then seals it:

  • the device is sealed in two places indicating the date of verification and installation of seals;
  • if 2 years have not passed since the production of the device, additional verification can be dispensed with, however, sealing is mandatory.

When is a Meter Replacement Necessary?

Any metering device has a certain service life. At the end of this service life, the meter must be replaced with a new one in order to avoid incorrect operation. Replacement is necessary if:

  • The time has come for the planned planned replacement of the electricity meter. The meter changes even when it has not expired.
  • The meter is defective or has a technical malfunction.
  • At the expiration of the life of the metering device laid down by the manufacturer. At the legislative level, it is prescribed that such a device is immediately faulty.
  • The period for checking the electric meter has expired or it did not pass during the test regulated by law.

Rules for installing meters

All the rules by which a single-phase meter is connected are prescribed in the PUE (rules for electrical installations).It is not easy to study regulatory documents - you need the skills of translating from official dialect into normal language. In general, the rules are:

The accuracy class of the electric meter should not be lower than 2.0 (previously 2.5 was allowed). The last verification date or issue date is not older than 2 years.
Extract from PUE 1.5.30: “In places where there is a risk of mechanical damage to meters or their pollution, or in places accessible to unauthorized persons (passages, stairwells, etc.), a lockable cabinet with a window on the dial level.
PUE 1.5.31: “The designs and dimensions of cabinets, niches, shields, etc. should provide convenient access to the terminals of meters and current transformers. In addition, it should be possible to conveniently replace the meter and install it with a slope of no more than 1 °. The design of its fastening should provide the possibility of installing and removing the meter from the front side.

Single-phase electricity meters

In the late 1980s, Oliver Schellenberg developed a prototype AC meter. A year later, the Hungarian engineer Otto Titus Blaty, commissioned by the electrical engineering manufacturing company Ganz, invented a device that measures the amount of electricity in watt-hours. And already in the early 90s, Ludwig Gutmann, having improved the previous model of the counting device, revealed to the scientific and technical world a device for measuring the active energy of alternating current. Due to the low cost and high reliability, the production of this type of meters continues to this day, despite the fact that the production of more advanced electronic devices is gaining momentum in parallel.

All counters are divided into three groups, which differ:

  • by design features;
  • way to connect to the network;
  • according to the type of measured values.

Types of meters by type of measured values

  1. Single-phase. Measuring devices of this type operate in the range of 220-230 V at a frequency of 50 Hz. The vast majority of the inhabitants of the planet consume this particular type of electrical energy.
  2. Three-phase. These meters are installed at industrial facilities, the equipment of which operates in the range of 380–400 V.

In high-voltage power lines, the voltage of which is from 660 V and above, three-phase meters are also used, but they are connected together with special step-down transformers. These devices measure current with a voltage of 100 V.

Varieties of devices depending on the method of connection to the power grid

Distinguish:

  • direct, direct connection;
  • through a measuring transformer.

The first option is to connect directly to the electrical working circuit. The meter is installed at the point of transition from the power supply channel to the consumer. The device has a number of operational disadvantages:

  • high error of indications;
  • the impossibility of remote measurement data.

Its maximum service life is 6–8 years. After this time, the device needs to be checked and, if necessary, calibrated.

  • display;
  • memory block.

Important advantages of this type of construction are the ability to take readings remotely and small size. Electronic meters with the necessary memory capacity are able to operate in a differentiated mode, remembering the amount of electricity used at different time intervals. Thanks to this ability, multi-tariff accounting is possible in the residential and industrial sectors of consumption.

Undoubtedly, the future in the field of electricity consumption measurement belongs to electronic meters. Induction devices will be gradually forced out and replaced by more advanced equipment.

Can I replace myself

The owner can carry out the dismantling of unusable equipment and the installation of new equipment on his own, if he has the appropriate qualifications. Work is performed in the following sequence:

  • the power supply is turned off by the machine in front of the device;
  • the terminal cover is removed and the absence of current is checked by the indicator;
  • wires are disconnected;
  • the device is dismantled by removing the fastening bolts or loosening the clamping screws on the DIN rail, depending on the installation method;
  • a new device is installed and connected accordingly;

  • the power supply is turned on and the device is checked for operation.

The owner must take into account that he is obliged to monitor the health of the electric meter. If timely measures to replace a faulty or non-compliant device are not taken, its readings are invalidated. If such a situation drags on for more than three months, the owner will have to pay for electricity according to the standards, with a significant increase in bills.

Actions after replacement

An electricity meter installed in a residential area or in a country house must be checked and sealed by a representative of a local organization that provides electricity supplies.

To call a representative, you must fill out an application of the established form and attach the following documentation:

  • factory passport of the new device;
  • indicate the readings on the removed meter and attach the old meter itself;
  • a seal removed from the old meter (not always required);
  • documents confirming the ownership of the premises where the replacement was made.

The above procedure is necessary when installing a new meter to replace a serviceable one.If the old device is replaced on the basis of a prescription, it is sufficient to contact the sales organization by telephone and call the inspector at the required address.

As a result, a bilateral act must be drawn up and signed, which indicates:

  • the address of the premises and the place of installation;
  • data of the old and new metering device (model, year of manufacture, serial number, readings of the counting device at the time of drawing up the act);
  • number of the seal installed on the product;
  • date of commissioning of the new instrument;
  • details of the person or organization that performed the installation.

It should be noted that the requirements of sales organizations may differ depending on the city or region. The issued act is transferred to the management company, which will recalculate the cost of the supplied electricity. The passport and other documentation for the new meter should be kept, since they indicate the frequency of inspections and the date of the factory verification. Depending on the type of device, the calibration interval ranges from 4 to 16 years.

What is the procedure for replacing the meter?

Any replacement of the meter must be confirmed and accompanied by appropriate documents. That is why (if there is no emergency) it is necessary to follow the standard scheme for applying for a meter replacement:

the first step is to apply for a replacement device and provide it to the employees of the electric power company for registration. But it is not at all necessary to go to the office of the energy supplying organization - first you need to call and clarify the procedure. It is quite possible that you won’t have to go anywhere at all, and the sealer will arrange everything, who will come to receive a new counter.Usually, after the call, a representative of the energy company arrives, who will remove the seal, give the go-ahead and set a replacement period;
the counter can be bought in the company, and in some places it is even a prerequisite. But I do not recommend doing this, because not everything is so transparent - what they did in the energy company with the meter is not known. These are just my guesses)
the energy company issues technical requirements for the meter, which specifies its main characteristics - accuracy class, maximum current, switching method, etc. The technical specifications also usually have requirements for the introductory electrical panel.
As a rule, specifications are issued only when the meter is installed at a new facility;
when buying a meter, pay attention to the meter passport, which contains its characteristics. The date of sale and the seal of the trade organization are also stamped.
If there are no these marks, you will have big problems when registering the counter.

Many of these devices are still in apartments, they are used to pay for electricity. And this is understandable - it is impossible to change millions (and even tens of millions) of meters in a short time.

That is why the same resolution No. 442 in paragraph 142 states that meters with an accuracy class above 2, operated at the time of the resolution, can be used up to:

- expiration of their verification period, or loss (failure), if this happened before the end of the verification period

— expiration of the service life of meters

After one of these conditions is met, the meter must be replaced with a meter, the accuracy class of which meets the requirements of the law.

Here it is worth explaining that the verification period (it is also the calibration interval, MPI) is the period of time during which the manufacturer guarantees the correct operation of the meter. After the expiration of the MPI, the meter must be subjected to a special procedure (verification), during which the ability of the device to calculate the consumption of electricity with an acceptable error is confirmed.

As for the service life, this is the service life of the meter, during which the manufacturer predicts that the meter will remain operational. Theoretically, if the meter successfully passes the verification, it can be used after the expiration of the service life. But in relation to old meters that do not meet the requirement for accuracy class, the legislation is quite obvious. The service life has ended, which means it's time to change.

Summary: meters with an accuracy class of 2.5 and higher after 2012 should be gradually replaced. And this should happen as the verification period expires (from 8 to 16 years), or the service life (about 30 years).

The procedure for replacing an electric meter in an apartment is not regulated by any regulations. So, there are usually no complaints against any private or legal person who is not in a hurry to change the electricity meter.

In reality, the local services of "Energonadzor" have the right to apply certain measures of influence to violators (for some time, disconnect from the power supply, for example).
