Unauthorized connection to the power grid in Sunzha was revealed during an unscheduled inspection. When inspecting the connection point, power engineers discovered specialized equipment designed for cryptocurrency mining. The names and surnames of the owners of the farm and their exact number are not disclosed.
An act was drawn up regarding the unmetered consumption of electricity in relation to the persons convicted of stealing electricity, after which all the information was transferred to the law enforcement agencies of Ingushetia. The amount of damage at the time of publication of the material was to be established, as well as the total number of people, to one degree or another, related to the farm for the extraction of non-existent (virtual) currency.

In Russia introduced a fine for repeated theft of electricity
Starting June 9 this year, double fines begin to operate for repeated illegal connection to electric and heat networks.

The law, which comes into force today, introduces a separate clause on this subject in article 7.19 of the Code of Administrative Offenses of the Russian Federation.
The introduction of tougher penalties for recidivism was initiated by the government of the Russian Federation. Previously, the Code of Administrative Offenses did not provide for such an increased fine.
The punishment for the first unauthorized connection to an electric or heating network remains the same: a fine for individuals - from 10 thousand to 15 thousand rubles, for officials - from 30 thousand to 80 thousand or disqualification from one to two years, for legal entities - a fine of 100 thousand up to 200 thousand rubles.
The new paragraph - for repeated unauthorized connection - provides for a fine for individuals from 15,000 to 30,000, for officials - from 80,000 to 200,000 or disqualification from two to three years, for legal entities - a fine from 200,000 to 300,000.
In the electric power industry, on average, about eight percent of people who once arbitrarily connected to the grid and used electricity unaccounted for (that is, free of charge) did it again within a year, according to an explanatory note to the draft law, citing Rosseti data for 2017. The Ministry of Energy of the Russian Federation added that within three years the recidivism rate is even higher - 18 percent, so the increased fine, according to the department, will help fight non-payments.
Energy negotiation affects all consumers, including those connected to the grid under a contract. Illegal connections lead to power surges and premature wear of networks, and also cause accidents.The introduction of a fine for re-unauthorized connection will not only reduce the losses of companies, but will also reduce the cases of electrical injuries, including fatalities, that occur with electric thieves, according to Rosseti. The company adds that every second injury in electrical installations with voltages above a thousand volts is fatal.
What are the features of farm electrification?
In GOST, which defines the standards for electrical installations, there is a separate section on the electrification of agricultural and livestock buildings (GOST R 50571.7.705). The requirements specified in it take into account both the characteristics of the premises themselves and the high sensitivity of animals to current.
The standard dictates that wiring inside farm buildings must be insulated to IP2X or higher, and electrical equipment to at least IP35. If the room is designed for a large livestock (from 200 livestock places), has automated systems or a concrete floor, then the room must be equipped with grounding, equalization and equalization of electrical potentials. At the end of September 2017, it turned out that two employees of the IT department of the office of the Council of Ministers of Crimea illegally mined bitcoins at the facilities of government networks, installing special mining software there. As a result, both were dismissed from their posts. The criminals did not manage to get a significant amount of cryptocurrency or exchange it for real money.

According to the company, the total will be calculated based on the farm's maximum possible electricity consumption while operating 24/7 since the last inspection.
In addition to the electricity bill, the owner (or owners) of the mining farm will receive a fine for illegally connecting to the power grid. Its amount as of October 15, 2019 was not known - Rosseti noted that the amount of the fine is provided for by the current legislation.
Support measures
Avtostat experts note that any of the measures will contribute to a slight increase in sales of electric cars, but will not lead to their explosive growth.
For example, if electric vehicles are allowed to move in dedicated lanes in Moscow, then there will be a rapid increase in the popularity of electric vehicles in the metropolis, according to Avtostat. Eremenko also notes that the admission of electric cars to dedicated lanes will increase sales, as well as the complete abolition of all payments for the import of passenger electric cars in Russia.
One of the measures is to support buyers of electric vehicles in cash, the editor-in-chief of the Za Rulem magazine believes. “Hindering the development of the electric car market in Russia, first of all, is the fact that we do not have any serious preferences for buyers of electric cars. Almost all markets where electric vehicles more or less declared themselves did so with serious state support, and zeroing customs duties is just one step that does not fundamentally change the picture,” Kadakov told TASS.
He explained that the state could compensate the discount for buyers of new electric vehicles to cover the difference in the cost of new electric vehicles and cars of similar sizes in the amount of about 30-50%. “When a new electric car is on average 30-50% more expensive than the exact same car of the same size, then there is no point for the average buyer,” he said.
The state can also support energy companies that operate charging stations. “The state can partially exempt charging infrastructure operators from the tax burden (on profit, property and value added) and provide them with subsidies to compensate for capital investments. In addition, it is possible to create new design standards for office buildings and residential buildings requiring the installation of charging stations, transferring the rights to install and maintain them to operators on a competitive basis,” said Kostyuk.
The growth trend in EV sales over the next few years will help create a competitive charging infrastructure market. In Moscow alone, it is planned to install more than 150 charging stations in the next two years and about 600 by 2023, Kostyuk noted.
Not the first time
The case with the crypto-farm in Sunzha is not the first in the practice of Rosseti North Caucasus. Moreover, he is not the first directly in Ingushetia and probably not the loudest. For example, in August 2019, the company detected an unauthorized connection of a mining farm to power grids near the rural settlement of Plievo - the damage caused by the owners of the equipment amounted to 130 million rubles.
To maximize profits from mining, crypto miners are ready to steal electricity
A number of cases of unaccounted for electricity consumption by mining farms have been identified in Dagestan.According to Rosseti, all this was the result of increased inspections, which in turn were provoked by constant complaints from residents of the North Caucasus about low voltage in the power grids. By the way, illegal (and legal too) mining harms not only the population, but also nature - in November 2018 CNews, that the mining of cryptocurrency has surpassed the mining of gold and a number of other metals. It takes 17 MJ (4.7 kWh) to generate $1 in bitcoin. There is a consumption of 5 MJ (1.38 kWh) per $1 in the extraction of copper and gold. At the same time, bitcoin is still seven times less energy-intensive compared to aluminum mining. It consumes 135 MJ (37.5 kWh) in terms of $1. As a result, mining provokes the release of millions of tons of CO2 in atmosphere.
Sales boom
Sales of new electric vehicles on the Russian market in August 2020 increased by 62% compared to the same period last year, in January-August - an increase of 5%. At the end of 2020, growth is expected by about 10-15%, up to 380-420 units. A similar trend is expected in 2021, the Avtostat analytical agency told TASS.
Sales of passenger electric cars with mileage increased by 72% in August. In 2020, the market for used electric vehicles should add at least 50% to the level of 5 thousand units, next year - an increase of 40% (about 7 thousand units), calculated in Avtostat.
The main sales of used electric vehicles are Nissan Leaf, Tesla, Mitsubishi i-MiEV, BMW i3, Jaguar I-Pace and Hyundai Ioniq models. Most used electric vehicles in August were bought by residents of the Irkutsk Region (92 units), Primorsky (72 units), Krasnodar (44 units) and Khabarovsk Territories (28 units), as well as the Novosibirsk Region (21 units), Krasnoyarsk region (20 pcs.) and Moscow (19 pcs.).Among the new electric vehicles, the main deliveries in August are the Audi e-tron, Nissan Leaf, Jaguar I-Pace, Tesla Model 3, Hyundai Ioniq, JAC and Tesla Model S electric vehicles.
The growth of the electric vehicle market in Russia is also associated with low maintenance costs compared to ICE vehicles.
“Operating costs are on average two times lower. Electric vehicles worth up to 3 million rubles do not particularly need to be serviced - change the cabin filter and brake fluid, fluid in the gearbox. More high-tech cars, like Tesla, the cost of maintenance is slightly higher, taking into account free chargers and free parking, the cost of ownership becomes significantly lower, ”said Denis Eremenko, a car expert and owner of an electric car, and specified that, for example, only due to the absence of fuel costs and free parking in Moscow, you can recoup the cost of buying an electric car with mileage when traveling about 100 km a day in three years.
How to conduct electricity to the farm site?
In order to electrify a site in a rural area, it is necessary to contact a network organization whose facilities are located 500 meters from the boundaries of the site (in the city the distance is slightly less - 300 meters). If there are no such objects within the indicated limits, then it is necessary to contact the nearest company - literally, to the operator, whose objects are at the shortest distance. In the latter case, the installation of a new electricity network will require permission from the local authorities.
The application must contain not only information about the applicant, but also documents establishing the ownership of the land and buildings on it, as well as a plan for the location of power receiving devices.Within 15 days after receiving the application, the organization must issue an agreement and technical conditions for connection. According to these conditions, it is necessary to draw up an electrification project and notify of the fulfillment of technical conditions.
The maximum period during which the technical connection to the boundaries of the site must be carried out varies from 6 months to two years, depending on the total capacity of power receiving devices. As part of the investment program or agreement of the parties, the terms can be changed both up and down. However, even in this case, the terms for connecting sections with a maximum power of devices of more than 750 kVA should not be more than 4 years.
In which regions the overpayment is even higher?
The situation is aggravated in four constituent entities of Russia, where the so-called “last mile” agreements continue to operate – Buryatia, the Trans-Baikal Territory, the Amur Region and the Jewish Autonomous Region. This is a temporary measure approved in the mid-2000s after the reform of the electric power industry and the creation of the Federal Grid Company.
After the creation of FGC, the company received under its responsibility the main lines of power grids, while the distribution networks were transferred to the Interregional Distribution Grid Companies (IDGCs). It was more profitable for industrial enterprises to conclude contracts directly with FGC, however, because of this, IDGC missed out on profits. Under the “last mile” agreements, FGC leased small sections of the main power grids to IDGCs. As a result, electricity for companies connected directly to the mains turned out to be more expensive.
Since 2013, “last mile” agreements began to be canceled, and by 2017, most regions of Russia had abandoned this practice.However, four problem regions periodically insisted on extending their validity: first until 2014, then until 2016. At the moment, the "last mile" in the aforementioned Far Eastern regions is valid until 2029.
Rosseti noted that the Ministry of Energy of the Russian Federation introduced a draft amendment to the federal law “On the Electric Power Industry”. The essence of the amendments is that consumers connected to backbone networks take part of the load on cross subsidization. This, according to the department, would help reduce electricity tariffs for IDGC customers by an average of 6%.
