Cancellation of verification of water meters: truth or myth?

In 2012, the Moscow Government adopted Decree No. 831, which canceled the inspection regulations that were previously in force on the basis of PPM No. 77 dated February 10, 2004.This has led to misinterpretation. The fact is that the innovations affected only the term for applying to the state metrological service or an organization that has the appropriate license. Previously, the owner of the premises had to send the DHW meter for verification every 4 years, and the device that controls the cold water supply every 6 years.

The resolution does not cancel the verification of IPU, so the process remained mandatory. Now the basis is not the approved period, but the calibration interval, which is prescribed by the manufacturer. This allows you to install meters with a significant period of primary operation in an apartment or a private house.

Changes in the legislation of Moscow in the field of housing and communal services have brought the existing provisions into line with the RF GD No. 354 of 05/06/2011, where the verification interval is determined on the basis of the accompanying documents of the IPU. Any actions of management companies or resource-supplying organizations aimed at establishing other parameters are contrary to the law.

In what cases is it necessary to replace a water meter instead of checking

The frequency of verification of cold and hot water meters is 4 or 6 years, however, situations often arise when replacement of the IPU is required.

Foundations

Replacing a water meter instead of a scheduled check is carried out as follows:

  1. Failure of the device, about which it is necessary to notify the Criminal Code or the HOA. The application should include information from the device at the time the breakdown was discovered.
  2. Preparation by the consumer of a notice on the date of dismantling of the unit. This must be done in the presence of an employee of the organization.
  3. The mechanism is being replaced. Manipulations can be carried out by the same employee of the Criminal Code or directly by the owner of the premises, since a license for such work is not required.You need to purchase a suitable device and take it to registration with the managing organization.
  4. Drawing up an application for the commissioning of a water meter.
  5. Checking the installation of the device, sealing and registration of the act.

After these actions, the individual meter is considered to be working, and it is allowed to be used for settlements with RCO.

Grounds for refusal of commissioning, i.e. when a replacement is required instead of a check:

  • does not work;
  • non-compliance with standards;
  • incorrect installation;
  • incomplete set.

The nuances of checking cold water and hot water meters

The consumer has the right to refuse to check the DHW and cold water meters. But in this case, a replacement for new devices will be required. Such a requirement is established so that inspection, installation and dismantling have a similar price. The regulation is enshrined in the current laws of Russia. Therefore, in order to avoid overpayments, experts recommend immediately changing to a working meter.

For replacement, you need to contact a special organization that will record the readings and remove the seal. Only after these measures is it possible to eliminate the old IPU.

At the time of the procedure, the owner must submit papers for an apartment or a lease agreement, checks for payment for utility services. Otherwise, the verification or replacement of metering devices will be denied.

Self-inspection and troubleshooting of the water meter

The fact of the installation is recorded in a special journal. An employee of the Criminal Code or HOA installs a seal on the unit, enters the testimony in the register. In the future, all accruals for maintenance are carried out according to information from the new equipment.

As a rule, about 85% of the devices to be checked are faulty.If the consumer installed the device a long time ago, then you need to independently monitor its condition and control intervals. It is noteworthy that the installation of a new meter is faster, and the services will cost the same as checking with a third-party company.

Selection of a new meter for cold water and hot water

The period of checking water meters does not begin from the date of installation and commissioning, but from the date of release from production. The information is on the box.

Therefore, the purchase of a water meter that has been in a storage warehouse for 1-2 years entails submitting an application for verification after 24-36 months. Therefore, the owner, when buying measuring devices, must first of all carefully study the date of production, thereby leveling premature expenses and contacting the management company.

Often, during the verification process, the master issues a verdict about the malfunction of the mechanism and the need to replace it with a new unit. In this case, the procedure can be carried out on the spot.

Water meters and their verification

The flowmeters go on sale completely ready for operation: they are checked (verified) at the factory, which is reflected in the documentation of the device. It also indicates the deadline for the next verification, which is mandatory: the manufacturer does not guarantee the accuracy of the readings of devices that have not passed the scheduled verification.

Types of verification operations

Terms and procedure for verification of cold and hot water meters

There are four types of verifications that are required to be carried out by representatives of certified organizations. Operations are:

  1. Primary. They are carried out not yet at the stage of production of equipment - after the completion of work with mechanisms, but before they are released for sale. This result, which guarantees the accuracy of the instrument, is valid for the entire calibration period. Initial verification is also carried out after the repair of the device.
  2. Periodic. These are examinations that are mandatory carried out throughout the entire life of the device - once every 4 (for HV) or 6 years (for HV, HV). Some foreign-made meters have a record time: they are verified every 10-15 years.
  3. Inspection. This operation, in accordance with the schedule of planned control, has the right to organize the specialists of the water utility.

Terms and procedure for verification of cold and hot water meters

Finally, verifications are extraordinary. Such measurements may be needed in several cases:

  • if suddenly there are suspicions that the water meter has started to work incorrectly;
  • if the owners lost the certificate of the previous verification;
  • after a long period of inactivity due to a water cut.

The concept of meter verification

Verification is a measurement, a metrological examination, which is carried out to establish the compliance of the meters with the standards. The procedure involves the use of specialized equipment - a calibration station. A positive result automatically means the accuracy of water meters, and therefore extends their service life.

Verification is an important operation for homeowners: a faulty flow meter can give incorrect readings, and not at all in favor of the owners. There is a misconception: many believe that low-quality liquid allows you to save money, since the impeller of the device that is clogged, overgrown with deposits will rotate more slowly.

Terms and procedure for verification of cold and hot water meters

However, much more often the situation with the owners of counters is exactly the opposite. Lime deposits narrow the channel through which water enters, it is this defect that causes an increase in flow rate. The result is an impeller whose rotation speed has increased, and, accordingly, an overpayment for unused water.

After the examination, the owners receive a “certificate of verification” in their hands, it is separate for each device. This document confirms the accuracy, full performance of the water flow meter. This certificate must be presented to the employees of the management company in a timely manner.

The last step is required. In case of violation of the verification deadlines, the Criminal Code has every right to resume accruals according to the previous rules, according to the “general house expense”. In this case, the excess water consumption is divided into residents who do not have water meters, or who have violated the verification period. Owners who missed the deadline for checking equipment have a chance to challenge this decision, but it will take a lot of time and nerves to “restore justice”.

Flowmeter verification options

Therefore, the owners have only one way - to carry out verification within the specified time frame. There are only two options. Can:

  • remove the meter, install a jumper in its place, and then take the device for verification to the metrological service for examination;
  • do not dismantle the flowmeter, but invite specialists who are able to check the operation of the device without removing it, spending a maximum of an hour on this.

Terms and procedure for verification of cold and hot water meters

The first operation, which involves dismantling, is inconvenient, as it takes a lot of time, so it is not very popular. Studies may require from a week to a month, accruals during this period will be made not on the fact, but on the average water consumption over the past six months. In addition, dismantling the device, installing a temporary jumper meter in place, subsequent installation and sealing of the water meter will require a plumber to be called, and this promises additional costs.

Most owners are interested in the second method - checking water meters without removing them. Why it is attractive, how the operation goes - those questions, the answers to which are better to know before the next procedure is due. If we talk about the main advantages, then they include the speed of work (less than an hour), the absence of the need to dismantle the structure and the board according to average values.

Do I need to do verification if restrictions are eased in the region

In the summer of 2020, starting from June, in many cities and regions of Russia, including Moscow and the Moscow Region, the authorities eased restrictions and canceled mandatory self-isolation. Does this mean that you need to believe the counters? Yes and no. If the calibration interval has ended and you are not at risk for coronavirus, then you can invite a metrologist for the verification procedure.

Then the utilities will definitely not have any questions for you, and at the end of the year you will not have to rush to solve the problem of unverified meters. Verification certificates received in 2020 are valid and legal.

But if you decide to postpone the verification, then the public utilities do not have the right not to accept the readings of your metering devices. Recall that the X-hour, when the verification will be considered overdue, and the readings will be accrued “according to the average”, is January 1, 2021.

If they call and offer to check during quarantine

Based on the foregoing, all utility companies are required to accept meter readings even with an expired verification period. Measures for the replacement of such devices and verification will be fully resumed in 2021.

Verification of water meters and other measuring devices (electricity, gas, heat meters) is not carried out during total self-isolation. If the restrictions are relaxed, then the procedure is allowed, but not required.

However, in connection with this, cases of fraud by unscrupulous organizations have become more frequent. They call consumers and say that urgent verification of devices is needed in 2020, and also threaten with fines.

This information is disseminated in the media, on television, on the Internet. Pensioners are the main target of scammers.

Verification of metering devices was a mandatory procedure, the main purpose of which was to confirm the measuring device of the technical documentation. However, due to the coronavirus pandemic in 2020, it is possible to check meters (except for the period of self-isolation), but not necessarily. These are temporary measures until 2021 aimed at reducing the spread of the virus. Subscribers whose device verification period expires after 04/06/2020 will transmit its readings, and utility companies are required to charge fees based on these readings.

Various water meters

Each apartment has a water meter. This device is used to record the amount of water used, which is measured in cubic meters.

Many models and configurations of this device are presented on the modern market.

Types of counters:

  • An electromagnetic, or induction, meter is like a coil that induces a magnetic field. There are no protruding parts in the pipe of this device, and nothing prevents the flow of water. This type of meters is not sensitive to temperature and impurities in water.If other electromagnetic fields are located near such a meter, they may affect the accuracy of the measurement. Such a water meter must be connected to electricity. Most often they are used in large enterprises.
  • Tachometric, or mechanical, counters are more understandable and simple in principle. There are three types of units: vane, turbine and combined. The diameter of the pipe for winged ones does not exceed 40 mm - such water meters are mainly installed in apartments. On pipelines with a diameter of 40 to 500 mm, turbine meters are installed as common house appliances. For water pipes with high pressure drops, combined meters are suitable.
  • A body is placed inside the vortex counter, around which a vortex is formed under the pressure of water. The service life of the device and the accuracy of the measurement are affected by the quality of the water.
  • The ultrasonic meter has two sensors that are located opposite and alternately emit and receive acoustic signals that calculate the water flow.

Any type of meter after three years must be handed over for verification.

Verification procedure

Confirmation of the performance of household water meters is carried out according to the standard scheme:

  1. 2 applications are submitted to the utility service provider. The first is to call a specialist in order to take the last readings, the second will be required for dismantling, which is carried out by an employee of the Criminal Code or a resource supplying organization.
  2. At the appointed time, a specialist will come, take the last meter readings and draw up an act that will reflect all the information. One copy remains with the owner.
  3. Next, the non-factory seal is removed, the device is removed, and a temporary spacer is installed.
  4. The owner must hand over the device to an official organization that has the appropriate permission and fill out an application for verification. Be sure to get an act that will reflect the basic data of the water meter. Since the procedure is carried out for a fee, the required amount is paid.
  5. Verification times vary from a few hours to a week. As a result, accompanying documents are issued along with the IEP, the main of which is the certificate of the survey. If there are no defects, then the mechanism is allowed for further operation.
  6. Before putting the meter back, you must submit an application to the utility service provider to call a specialist who will put the device into operation.

If the premises are in municipal ownership, then the work is coordinated with the administration.

What you need to get after checking the meters

The organization that carried out the verification must give you in your hands:

  • act of verification indicating the results in three copies;
  • enter a mark on verification and the timing of the next verification in the instrument passport;
  • issue a certificate that your meters have been verified and indicate the date of this event.

After replacing the meters, you need to contact the service organization and agree on the time of arrival of the inspector. He will check the correctness of the installation, the correct operation of the devices, put control seals. You can then use appliances and pay for your water consumption with meters.

Terms and procedure for verification of cold and hot water meters

Submit the original certificate of verification to the managing organization of your home. Then this organization must forward the data on the verification of meters to the public services center and attach them to your Personal Account in the "My Documents" section.This is necessary so that you can pay bills and receipts through the public services portal.

After that, you will be able to restore the calculation of the meters and pay for water in accordance with the readings. In addition, the date of the next verification will also be recorded in your personal account. And by the time of the next verification, you will receive a notification.

Verification of water meters and a list of accredited organizations

It must be remembered that only accredited organizations can trust the verification of meters. You can also choose an organization yourself. But it is better to ask for a recommendation from the organization managing the house. You can check whether this institution has special accreditation on the official website of the Federal Accreditation Service Rosakkreditatsiya.

To determine which organization you can trust, you need to pay attention to:

  • verification deadlines;
  • service cost;
  • time spent by the organization on the market;
  • read reviews.

Independent rating of companies that carry out verification in Moscow

Here we have selected for you 50 of the most famous companies that offer meter verification. The rating is based on customer feedback in descending order of trust. You can also immediately understand whether this organization has accreditation, whether they perform verification without removal, they can either install meters or replace them:

The cost of checking water meters

Look at the approximate cost of checking meters, installing them, replacing them. The fact is that many organizations have appeared on the market that offer to check the counters almost for nothing. But such proposals end with the disappointment of the owners who pay, and then it turns out that the verification was carried out without the appropriate accreditation.See the approximate prices of companies in fact:

Rumors also appeared on the Internet that in Moscow from November 1, verification of meters will be canceled or free of charge. And that the mayor of Moscow, S. Sobyanin, decided to cancel the verification of water meters. In fact, these are just rumors. Verification still needs to be done. But now it can be done less often if you have installed better metering devices. You need to look at the verification period in the meter's passport.

If they call you and insistently offer to calibrate water meters, check the verification dates in the meter's passport. See when the next verification is due. Find out the name of the organization that performed the verification last time. Ask callers what the name of their organization is, and get their phone number and address. Remember that no one can force you to do verification. In case of suspicious activity, you can always complain to the Federal Service for Supervision of Consumer Rights Protection and Human Welfare in Moscow.

You should also be aware that in Moscow, all issues related to hot and cold water meters are handled by a single organization. This is the GBU "Unified Information and Settlement Center of the City of Moscow" (GBU "EIRC of Moscow"). Employees of this organization never call the population and do not come with personal visits. There are no "ERC" or "MOSEIRTS" institutions. Therefore, if they call you or come to your home and offer to check the meters, you need to refuse and call the management company.

Gas meters: when and how much they are checked.

They are obliged to ensure their delivery to the organization on time (clause 3.1., 3.16).in the "Rules for the supply of gas" in paragraph 21 "c" it is also said that the subscriber (consumer) is obliged to provide IPU in a timely manner.

The report of the period for verification begins from the date of manufacture, and not from the purchase of the device or its installation (clause 1, article 13 of the Federal Law No. 102-FZ).

Dismantling, installation of IPU gas after verification is carried out at the expense of the owner of the apartment, usually this is the organization with which he entered into a contract for the maintenance of gas equipment. The organization itself determines the amount for this.

At the moment when the device is removed, the charge for gas is based on averaged data for the month.

They are calculated for the entire period of operation of the IPU for at least a year (average monthly readings are taken). If the meter worked for less than a year, all actual months of operation are taken into account.

It's important to know! Accruals of such a plan are made for a period of not more than 3 months. If the meter was not installed during this period, then the gas payment is made according to the standards

Sealing counters.

Repeatedly, incl. after repair or accidental failure of the seal - the service is paid according to the tariffs of the organization.

If the owner of the dwelling does not want (cannot) check the meter, then the device is invalidated and the fee is charged according to the standards.

Terms of verification of water meters

The terms vary somewhat depending on what water the water meter is installed on: hot or cold. This is due to the temperature regime at which the device has to function.

Less often, accounting is carried out for cold water, because high temperatures do not adversely affect the devices. The reconciliation procedure for hot water is more often carried out, because under pressure and the onslaught of high temperatures, the unit can fail much faster.

for hot water

Under the pressure of hot water, the device operates in an enhanced mode, because various particles in the composition of water are intensively affected and negatively affect the operational parameters of the device. So reconciliation of hot water should be carried out at least 1 time in 4 years. But this is only taking into account the time frame guaranteed by the manufacturers.

Municipal authorities have the right to carry out inter-inspection work, despite the interval established by the manufacturers, prescribed in the passport of the manufacturer.

So the life of the hot water meter is for:

  • domestic water meters -4-6 years;
  • imported - up to 10 years.

Good to know! However, in order to correct service aggregates, municipal services carry out reconciliations 1 time additionally, i.e. between deadlines. Residents should also understand that the period of reconciliation of devices is counted from the date of manufacture, and not from the date of installation, as many believe.

Thus, it is not important to reconcile after 4 years from the date of installation of the water meter. As a rule, the first check is carried out immediately after the installation of the unit.

If suddenly the device is stale on the counter of the store, then of course, the operating time can be considerably lower, which is still worth notifying the housing office service to organize scheduled verification at the time established by law.

Advice from real estate lawyers! Read the technical data sheet attached to the water meter and find out when the next verification is approximately required. It happens that the device fails prematurely, when the meter readings simply become invalid.

For cold water

Reconciliation of units for cold water should be carried out at least once every 6 years.Again, it is worth considering the time the unit was put into operation, from which it is necessary to count the period for the planned follow-up check of the water meter.

Attention! The device with the expiration of the regulated periods is subject to mandatory replacement and will be deregistered by the specialists of the housing department. Without a water meter, water services will be charged taking into account standard standards. In order to save money, it is recommended to take care of installing a new serviceable device on time so as not to get problems in the future when incorrect calculations for water payment are calculated or fines are imposed by housing office employees

In order to save money, it is recommended to take care of the installation of a new serviceable device on time so as not to get problems in the future when incorrect calculations for water payments are charged or fines are imposed by the housing office employees.

Legal basis

The procedure for checking the water meter, which measures the accuracy of their work, is based on the law of Federal Law No. 102 and Federal Law No. 261. Homeowners are required to verify the operated water supply control and measuring devices on the basis of the requirement established by paragraph 1 of Art. 13 FZ No. 102.

Detailing the legal norms regarding water meters, in particular, an explanation of what the calibration interval of water meters (MPI) is, is made in government decree No. 354, adopted in 2011. The latest version of this regulatory act, containing the Rules according to which utilities should be provided to the population, refers to 2018.

When using vane meters for drinking water, it is necessary to follow the requirements of GOST R 50601-93.

Water meter test algorithm

In order for the calculation of water consumption to be carried out according to the meter, it is necessary to put it into operation. That is, on hand there must be an appropriate act from an employee of the organization providing utility services. Without this document, the readings of the device are not taken into account, the calculation is carried out according to the standards.

Terms and procedure for verification of cold and hot water metersThe commissioning certificate is signed both during the initial installation of the meter, and during re-installation after its verification

When the verification period approaches, you should:

  1. Submit an application to the service apartment organization for the removal of a water meter.
  2. After dismantling the device, give it for testing to a specialized company that has the appropriate license.
  3. In a day or two, receive an act of verification and serviceability of the checked water meter, as well as the meter itself back.
  4. Again submit an application to the housing office for the installation of a meter and receive an act from the plumber on putting the meter into operation.
  5. Submit copies of both documents to the service company.

After that, the calculation of water consumption starts again according to the meter.

The nuances of the procedure

The first important point is that the installation and dismantling of meters can be done independently or by inviting specialists from a third-party organization (not from the Housing Office).

The law establishes only the need to obtain an act of entry, which can only be signed by a representative of the organization managing the house.

Another particularly interesting nuance is water consumption on the days when verification takes place. After removing the water meter, a hose is installed in its place. And the calculation for the days when the verification was carried out will be carried out according to the standards.

After the water meter is installed by the housing office employee and the relevant document is issued, its readings will again be taken into account when generating bills for water consumption.

To trace the illegal connection to the water supply, the master from the housing office must constantly come to the apartment and look at the pipes with his own eyes

In practice, it usually looks like this: the homeowner removes the meter and gives it for verification, and then invites an employee of the management company to install and seal it to obtain the necessary act.

Or the device simply changes without any checks to a new one, and then an employee of the housing office is called to sign the same act.

Checking the water meter at home

In addition to transferring the water meter to a specialized company for testing, it can also be checked directly in the apartment. Such tests are carried out on special compact equipment that the performer brings with him.

It doesn’t matter whether verification is carried out in an organization or directly in an apartment, an act on it in both cases is issued in a single sample. The main thing is that the inspector has a license to carry out this type of service. If you give the meter for verification to the company, then such a test will cost 1.5–2 times cheaper

You will have to pay extra money to call a specialist

If you give the meter for verification to the company, then such a test will cost 1.5–2 times cheaper. You will have to pay additional money to call a specialist.

The cost of verification in different Russian cities ranges from 500-2000 rubles. Plus money for dismantling and reinstalling the meter in place.At the same time, the call of the Zhekovsky foreman to sign the commissioning certificate should be free of charge. If the housing office requires money for this procedure, then this is illegal.

However, by itself, a new household water meter costs about 500–1000 rubles in a store. If the model is electronic with automatic data transfer to the management company, then it will cost more. But an ordinary mechanical water meter costs just around half a thousand rubles.

Read about how the verification of meters at home takes place in this material.

Therefore, many homeowners, when the verification period approaches, often simply change the measuring device to a new one without any rechecking it for measurement accuracy. So, it often comes out cheaper.

Is it necessary to calibrate water meters?

It is safe to say that yes - verification is simply necessary, especially if the water pipes are rusty and worn out, and the quality of the water leaves much to be desired.

In addition, the procedure for reconciling water indicators is regulated by laws, and otherwise, employees of the housing office, if they detect the use of a faulty unsealed meter, can impose a considerable fine on negligent users. Yes, and the readings on the devices may be incorrect.

It's no secret that often water filters become clogged quickly and also need periodic cleaning, otherwise the readings on the device will begin to falsify. If the verification period expires, the readings on the water meter will become invalid, and managers from this period of time have the right to charge payments for water, taking into account the average consumption rate in the region, and for the past 3-4 months.

Good to know! Many homeowners associations of the company neglect the requirements in the laws and accrue unlawfully penalties, writing out receipts to the owners and motivating this by not checking the device on time. Real estate lawyers are advised to refer to sources of law in laws if the requirements of the HOA are by no means justified.

The fact is that penalties for utilities in the legislation of the Russian Federation are not spelled out. Management companies often resort to calculating cubic meters in a way that is not entirely correct (not legal).

Contact the company and ask for clarification! Ask why managers impose fines. This is especially true in cases where experts are trying to calculate 10-12 cubic meters of water per person, when the standards for cold water are 7 cubic meters, for hot water - 5 cubic meters per registered tenant.

How not to miss a check?

Usually, after installation and sealing, the water meter data is entered by utilities in a journal or register. Accounting for verifications must be kept to the fullest extent. In addition, during the planned procedure for accounting for meters, employees of the housing office must notify citizens.

Of course, not all departments produce such mailings on time, and it often turns out that the device has not been verified and the deadline has expired, and payments will be charged with average rates.

Attention! You can track the validity period of the past verification yourself!

So first you need to install the primary, i.e. read the data sheet for the device. Further, the next check should take place taking into account the operating time of the device for hot or cold water of 4.7 years, respectively.

Inter-verification accounting is carried out if a certain time interval between scheduled procedures has passed, but the meter was not used for some reason and was in storage. Perhaps the reason for an unscheduled reconciliation is the sale of an apartment to new tenants or the rental of living space.

It seems to many that the procedure for checking meters is burdensome and incomprehensible. In fact, first of all, you need to think about the verification interval for verification, when the device is dismantled, installed for the first time or taken to the diagnostic center, if suddenly it is not allowed to be used by specialists.

IMPORTANT! Do not use the meter after the expiration of the test interval. Testimony will be invalid

Complying with the verification deadlines means calling a specialist to fix the data and install a seal in case the device is replaced for one reason or another.

With faulty readings of the device, one can hardly hope for saving money on utility bills for water. In this case, you can only get a fine. After all, employees of the housing office already have legal grounds for this.

What is verification and why is it needed

If the device has not passed the official check in time, its readings are considered invalid.

The procedure is a metrological process for determining the characteristics of the meter, the compliance of the error with the technical requirements. If the device has successfully passed the test, a special holographic sticker is stuck on it - a verification certificate with a validity period. And it can be used further. Or a conclusion about unsuitability is given.

Water meters are subject to two types of examinations:

  • next, carried out after the expiration of the certificate and the calibration interval of water meters;
  • extraordinary, which is appointed if there is a suspicion of a malfunction or incorrect operation of water meters, if the seal is broken.

The procedure is performed in one of two ways. The first involves a full test in a certified laboratory and is carried out in several stages:

  • an authorized installer arrives at the house, removes the meter and installs instead of it a pipe section prepared in advance in size - an insert;
  • the water meter is delivered to the metrological laboratory, repaired, cleaned and verified;
  • the calibrated device is installed at the insertion point.

This method is mainly used for conducting an extraordinary audit. The owner must be at home for a specialist to have access to the installation site of the water meter.

The second option is used when the verification period is approaching the end. Control over the timeliness of the next verification and accounting of water meters is carried out by the metrological service of the management company or service provider. Checking the water meter is the responsibility of its owner, the consumer must independently initiate it. If the tenant refuses to do this, payment for water is charged according to the standards for each person registered at the address.

What you need to know

Verification is a procedure during which the accuracy of the functionality and measurements of metering devices is checked. Permissible limits are clearly stated in the passport for the meter, and if tangible deviations are detected, the unit is considered faulty.If the indicators are within the norm, the device can be used further until its final counter expires.

Types of verification

  1. Primary - it is carried out at the time of the release of the unit right before it is laid out for sale. The same check is done after the repair, if no replacement was needed.
  2. Inspection - examination by specialists of the public service in accordance with the law 102-FZ. These are the so-called inspectors, who are sent by the company that supplies water. Such an audit occurs unexpectedly, the owner of the devices is obliged to open the door and allow the control bodies to access the devices, providing their passports. Otherwise, they will be de-registered with the water supply company and charged at average rates or standards.
  3. Periodic - according to the verification interval specified in the instrument's passport. Based on the results, the owner is issued a special certificate with fixed indicators.
