The Moscow authorities intend this year to complete the registration of ownership of all water supply and sewerage facilities in the city, which began in 2006, mainly engineering communications and facilities, according to MGUP Mosvodokanal.
Previously, all these communications were state-owned and did not require registration. With the transition to market relations, a clear delineation of property rights was required.
“The city authorities plan to register 26,000 municipal facilities and structures this year, of which 18,000 are Mosvodokanal facilities,” the agency’s website said in a statement.

For a legal entity, it should be taken into account that there is no need for licenses in accordance with the law No. 128-03 of August 8, 2001 for the liquidation, repair and drilling of wells. According to Art. 17 of this law, this activity is regulated by agreed projects in a certain order. Before starting work on the arrangement of an aquifer, a license should be issued. The procedure is the same as for an individual, it differs in the specifics of the calculations carried out and the nature of the projects.
The timing of obtaining a license depends on the steps required. Approximate time to complete operations:

- Conclusion of a sanitary epidemiological conclusion in Rospotrebnadzor - 2 months;
- Drawing up a report for the site at the local level of resource reserves assessment - 1 month;
- At the second stage, a consultation is made to form a package of necessary papers for obtaining a license - 1 week;
- In addition, a water analysis is required, made in the laboratory according to SanPiN 2.1.4.1074-01, payment of state duty and examination of the DSO project - 1 week.
For water intake facilities with a capacity of more than 100 cubic meters per day, you will need:
- Formation at the first stage of the necessary documents, which is delayed for 5 months;
- At the second stage, when carrying out design work, a week is allotted for drawing up a balance of water disposal and water consumption, 1 week for experimental filtration works, 1 week for geophysical surveys, and 2 weeks for developing a well passport. The passport is issued in case of submission of the results of geophysical research;
- For the well, it will take 2 days to draw up an account card, 1 week to develop a situational plan, develop a project for assessing and searching for groundwater, geological study of layers - 1 month and 3 months for project examination;
- Develop a project for the location of the sanitary protection zones of the facility - 1 month;
- Conducting an examination of the SPZ project - 2 months, development of a program for controlling the extracted resource - 1 week;
- Obtaining a sanitary and epidemiological conclusion from Rospotrebnadzor - 2 months, developing a program for monitoring underground resources - 2 weeks;
- Drawing up a report on the assessment of water reserves - 1 month, submitting it to the Ministry of Ecology of the region - 1 month, developing a water intake project in accordance with the Order of the Ministry of Natural Resources of the Russian Federation of October 27, 2010 No. 463 - 1 month;
- At the third stage, changes are made to the license - 2 months;
- Additional costs include laboratory analysis of the resource in accordance with SanPiN 2.1.4.1074-01, payment of state duty, examination of the project of the ZSO, examination of documentation by Rosgeolexpertiza, state examination of the Ministry of Ecology of the Region - 1 week.
