8. period of validity of technical conditions for gasification. This indicator has different values ​​depending on the volume of fuel supplied, the location and physical parameters of the highway (urban or rural areas, length) and ranges from 2 to 5 years.

The technical conditions for connecting to gas supply networks may include other information, the amount of documentation depends on the area and can be from one to three sheets.

Payment for connecting gas to a private house

After completing all legal formalities, the contractor sends an application to the executive body for tariff regulation to establish the cost of technological connection. In this case, it is necessary to notify the customer no later than 5 days from the date of sending the application. The application is accompanied by a connection agreement, a positive expert opinion of cost estimates and design documents, cost estimates indicating the cost of each type of work.

Having studied all the documentation, the executive authority within 22 days, excluding days off, approves the amount of payment for each type of work separately. If the applicant refuses to connect the household to the gas pipeline after the conclusion of the agreement and the examination, the owner of the household will compensate the contractor for all confirmed expenses.

The fee for connecting to the gas pipeline for citizens should be set in the range of 20 to 50 thousand rubles, and this amount now includes VAT. This will reduce the total cost of connecting to gas for individuals.

However, all expenses for supplying gas networks to a citizen's land plot are now paid separately, in excess of the established 50,000 rubles.

2.The rules for connecting to gas distribution networks distinguish three categories of consumers, depending on which they will differ somewhat.

The first category - consuming up to 20 cubic meters of gas per hour, with a distance to the point of connection to the gas pipeline up to 200 m.

The second category - consuming no more than 500 cubic meters. m of gas, the distance to the connection point is no more than 500 m (in rural areas), 300 m (in urban areas) on the territory of one settlement.

And the third category differs from the second only in that for connection it is necessary to cover the territory of two or more settlements.

3. The procedure for connecting the house to gas will include the following steps:

- sending a request by a citizen to provide technical conditions for connecting to the network (including via the Internet with the ability to track the progress of the application). The request can now include a request for a preliminary calculation of the cost of technical connection to the gas network,

- issuance of specifications,

– fulfillment of technical conditions and execution of an act on the readiness of house networks for gas connection,

- the actual connection of the networks of the house to the gas distribution pipe with the preparation of the relevant act.

The rule is canceled that it is possible to connect housing to the gas network without prior issuance of technical conditions and immediately conclude a connection agreement if the gas consumption does not exceed 300 cubic meters. m per hour.

4. The period of validity of the technical conditions for connecting the house to the gas network issued to the applicant has been significantly reduced.

Now it will be 70 working days.

5.The terms for sending the applicant a draft agreement for connecting the house to the gas network are reduced:

- up to 5 working days from the date of receipt of the application - if the gas pipeline passes within the boundaries of the site where the house is located; - up to 30 working days - with consumers of categories 2 and 3, and up to 15 working days - in all other cases.

6. The maximum terms for connecting a house to gas have been specified:

- for category 1 consumers - from 9 months to 1 year, for category 2 - from 1.5 to 3 years, for category 3 - from 2 to 4 years, depending on individual conditions.

7. Reduced terms for paying for gas connection:

- 50% - within 11 working days from the date of conclusion of the contract, the remaining 50% - 11 working days from the date of signing the act of connection.

Stages of documentation

After drawing up the offer, the gas supply organization registers it with the date of receipt. This mark will be the starting point for the start of document verification.

In total, two copies are left, one of which is for the applicant, the second for gas workers.

From the moment of registration of the contract for the gas supply of a private house, the consideration period should be no more than 1 month. Consideration involves checking the completeness of all documents, the reliability of the data and considering the technical feasibility of connecting gas.

If any document is found to be missing, it will be required to be conveyed. The gas organization will report the missing documents by telephony or by e-mail.

After a month or earlier, the gas supply organization must inform the future subscriber about the results of the check. The applicant can also call himself and find out the current status of the verification status.

If no problems arise, the gas supply offer receives the status Approved. Then an agreement is signed for the gas supply of an apartment (private house).

The period for which the document is signed is not limited, unless other conditions are provided. The gas supply agreement with an individual or legal entity is drawn up in 2 copies. The first copy goes to the gas service, the second is given to the subscriber by signature. It is also possible to send the finished document to the post office. A prerequisite here is a notification of receipt.

In the case of delays on the part of the gas workers or an unreasonable refusal, the applicant reserves the right to go to court. Also, the failed subscriber may demand the payment of moral and material costs and force, through the court, the gas supply organization to sign the contract.

Without appropriate technical conditions, it will be impossible to obtain a permit for gasification. To obtain technical specifications, the following must be provided:

1. In addition to a passport and an identification code, papers are needed confirming the rights to the plot and the house.

6. The time for studying documents and issuing a permit is 10 days.

In case of a positive decision, it is necessary to find a design organization in order to prepare documentation for the installation and installation. She must have the appropriate licenses and certificates that allow her to engage in this activity.

An offer to conclude a contract

An offer is a proposal to conclude a deal with a gas supply organization, describing the key terms of a future contract. A gas connection agreement is a document containing the basic requirements for the rights and obligations on the part of the applicant and the gas service, as well as the nuances regarding the timing of payment, submission of testimony, details of the payment organization, the availability of benefits and responsibilities of the parties, the term for concluding the agreement, etc. .

The contract is necessary to regulate the relationship between the applicant and gas suppliers. If the future subscriber does not have time to deal with the contract, he can delegate his rights to a third party (agent). Then the agency contract for gas supply will be concluded and signed.

When changing the gas company serving a certain area, the gas company can use the so-called public gas supply contract with the population. This document comes into effect from the moment of publication in the media.

In addition to the supply contract, a gas transportation contract can also be concluded separately. Its difference is that it cannot be concluded publicly.

The contract for the supply of gas to meet the domestic needs of citizens is concluded at the branch of the gas service related to your area.
