The contract is drawn up by an employee of the company. The owner carefully reads it and signs if he agrees with each item.

He contains:

• rights, obligations and responsibilities of the parties;
• period of work on gasification of the house;
• the territory where the ownership of the company begins;
• the cost of the work performed, as well as the procedure for making payments.

A home gasification project is the most expensive procedure. It is ordered from the local administration, the company that supplies gas. It takes six to ten months to develop a plan and prepare a contract.

However, if the owner wants to expedite the procedure, then he can contact a private company that has a license. The cost of their work is more expensive, however, they will do everything faster.

In our country, there are a large number of categories of the population that are actively supported by the state through the provision of various benefits. But the current federal legislation, unfortunately, does not provide any benefits and indulgences for the gasification of private houses. There are various benefits for paying for the same gas and for housing and communal services, but there are no benefits for the construction of pipelines.

Regional benefits for gas connection

The absence of federal benefits does not mean that they can not be at all. At the regional level, the territories and regions of Russia nevertheless single out certain categories of citizens who are granted benefits for conducting gas.This benefit is expressed in compensation for connection costs. As a rule, such categories are labor veterans, large families, heroes of the Soviet Union and Russia, disabled people of all 1-2 groups, participants in the Great Patriotic War, Chernobyl victims. So, according to the regional law of the Rostov region, gasification benefits in the form of compensation have:

• Invalids of the Great Patriotic War.
• Members of the Great Patriotic War.
• Disabled people of I and II groups.
• Former minor prisoners of fascism.
• Persons awarded with the badge "Inhabitant of besieged Leningrad".
• Home front workers.

The amount of compensation is not more than 50% of the amount paid for the connection. But the maximum amount that can be paid is limited to 20,000 rubles (as of 2015). That is, if the actual costs of connecting gas, for example, amounted to 100,000 rubles, then the amount of compensation will be 20,000 rubles.

Compensation can only be granted once in a lifetime. To receive compensation, you must apply to the local branch of the Department of Social Protection of the Population with an application, as well as attach documents confirming the preferential status and the work performed on the gasification of the property.

In the Leningrad region, for example, there is a regional gasification benefit. A special procedure for granting subsidies for connecting gas equipment to the gas distribution network has been adopted there.The authorities of the region have set the amounts to be paid from the budget, this is 110,000 rubles for the beneficiaries who were listed above, and 70,000 for everyone else. As planned by the authorities, taking into account the subsidy, the final amount for gasification that a citizen will spend will be from 10,000 to 50,000 rubles. But an important condition is that the owner of the house must be registered in it and live in it for at least 1 year.

The right of regional authorities at the local level to decide on the provision of certain categories of citizens payment benefits for connecting to gas means that when conducting gas to a private house, you need to find out from the local administration about the availability of subsidies for beneficiaries in a particular region.

Categories of gasified objects

According to Decree No. 1314 of the Government of Russia, homeowners need to find out how much it costs now to bring gas into their homes by contacting the regional gas distribution service.

First of all, household expenses for technological connection depend on the volume gasification works. In this regard, three categories of capital objects have been identified.

The first category of objects. The first category consists of private households, the total consumption of natural gas in which does not exceed 5 m3/h.

Small businesses are equated to them, the technological equipment of which consumes no more than 15 m3 / h propane-butane mixtures. The possible scope of work on laying connecting gas communications to the household of the first category is limited:

• the greatest distance from the main gas distributor to the equipment consuming gas is less than 200 m;
• gas pressure in the gas supply source - up to 0.3 MPa.

In addition, the laying of introductory gas pipelines is carried out without the construction of reduction points (pressure reduction) of the main natural gas.

The fee for connecting the gas pipeline for objects of the first category is 20,000-50,000 rubles (clause 8 of the appendix to the order of the Federal Tariff Service of the Russian Federation No. 101-e / 3 of 04/28/2014). The exact price is determined by the local GDO according to the conditions in the given territory, but cannot exceed 50,000 rubles.

The second category of objects. Among the objects of the second category are households, the connection of which requires distribution gas pipelines and / or the creation of points for reducing the main gas. Their estimated gas consumption is higher than the norm for objects of the first category, a higher gas supply pressure is required (i.e. 0.6 MPa or more), etc.

Compliance with the cost of connection for the first category is observed if the pipeline is inserted into a low-pressure gas main. If gas reduction is required, the connection price will exceed 50 thousand rubles.

In the private housing sector, objects falling under the second category usually have an area of ​​more than 300 m2.For their gasification, standardized tariff rates are applied, calculated according to the methodology developed by the Federal Tariff Service of the Russian Federation (Appendix to Order No. 101-e / 3 of April 28, 2014).

It should be noted that applicants for consumption volumes of natural or artificial gas from 300 m3/h and above are required to coordinate gas connections with the GDS, which has a technological connection with the contractor's gas pipeline.

Approval of the amounts of tariffs for connecting gas to households of the second category is made by the local executive authority REC (i.e. Regional Energy Commission).

The third category of objects. The capital construction objects of the third category include farms that need an individual gasification project. For them, the amount is determined according to the design and estimate documentation, which has previously passed the examination.

The amount of expenses for gasification for households of the third category is established by the REC, related to the location of the economy connected to the main gas.

The prices for laying the gas pipeline along the section from the border entrance are not the same for different companies. However, it is worth considering the need for numerous approvals for the gas project. Full-fledged gasification will happen faster with an experienced contractor

The following conditions are considered to be characteristic features of the applicants' facilities in need of gasification:

• planned consumption of natural gas from 500 m3/h;
• work on connection to the gas pipeline requires the pipeline to be laid out through the forest fund, along rocky soils, swamps and water obstacles;
• gas pipeline installation work requires passing through obstacles that force the use of horizontal directional drilling.

Those.According to Government Decree No. 1314, there are actually no rigid prices for the technological connection of applicants to the gas network. The cost of gasification works depends on a number of conditions that determine its size in the framework of the relevant methods of the Federal Tariff Service of the Russian Federation.

Calculation of the cost of gas connection

Works on connecting natural gas are divided into two groups of tasks - connecting the gas pipeline from the gas distribution network to the applicant's site and bringing the gas pipeline through the site to the consuming equipment.

However, the gas distribution organization (if it is permissible to connect the household to the gas pipeline) is only responsible for laying the gas pipeline to the border of the site.

The internal section of the gas pipeline is designed and built for a fee, and not necessarily by the same company that was engaged in bringing gas pipes to the site.

The amount required to bring the gas pipeline to the site for households of the first category will not exceed 50,000 rubles. For other categories, the cost of the gas pipeline withdrawal is determined by the calculation of standardized tariff rates according to the formulas specified in Chapter III of the Appendix to Order No. 101-e/3yu of the Federal Tariff Service of the Russian Federation.

As for how much it costs to lay a pipeline to supply gas through the site, the amount of the final cost depends entirely on the regional and territorial location of the household.

For example, the approximate composition and amount of the estimate for the installation of a gas pipeline from a border outlet to gas consumers inside a house in the Moscow Region are as follows:

• Preparation of the design geo-baseline (site topography plan), its approval in state departments - 20,000-35,000 rubles.
• Development of a gas supply project - 35,000-55,000 rubles. Its price depends on the pressure in the supply gas pipeline, on the number of gas-consuming equipment.
• Coordination of the gas supply project - 15,000-30,000 rubles. This amount contains payment on the accounts of enterprises and services, whose approval is mandatory. For example, 5,000 rubles are paid to the regional architecture of the MSC, 5,000 rubles to the MOESK (electricity), and 4,000 rubles to Mosoblgaz. etc.
• Registration of the project and its technical supervision in Mosoblgaz will amount to 5% of the amount of work on the installation of the gas pipeline.

Then there are construction and installation works according to the finished and agreed project, which determines their cost. For example, for a cottage with an area not exceeding 300 m2, the price of these works can be 165,000-250,000 rubles. depending on the complexity of the device and system connection.

Calculation of the cost of connecting gas to household

Gasification of the house is a costly procedure. However, the difference in the cost of central heating from gas is significant. Soon, all costs will pay off. Connection tariffs are different: standard and special.

The standard tariff applies to houses that are located in the city and are no more than 10 meters from the main pipe, as well as for real estate that is located outside the city, but no more than 25 meters from the pipe. In all other cases, a special rate applies.

On average, the owner will spend from 5,000 to 50,000 rubles on laying a pipe, and from 40,000 to 500,000 rubles on installing and purchasing equipment.

Remember! At the federal level, they refused to introduce benefits for the gasification of private houses. However, regional authorities have the right to establish subsidies and incentives for different segments of the population.

As a rule, the regional government of only more developed regions introduces preferential gas pipelines on its territory.

An indulgence is being implemented in the form of compensation for vulnerable groups of the population, such as:

• disabled people of the first and second groups, disabled children;
• large and low-income families;
• families with a disabled child;
• veterans of the Great Patriotic War;
• rear workers;
• participants in various hostilities;
• liquidators of accidents at nuclear power plants;
• people who have been awarded government awards.

In the usual case, they are paid to the gas supplier (resource supplying organization), but if a third-party company provides these services in a private house, you need to apply for a payment receipt from it. Additional payments can be made before connecting the gas or upon the fact of the action.

Applying

It is better to write an application for resuming connection to the gas transmission network directly to the supplier's organization. It is written in free form and includes a notice that debt obligations have been fulfilled.

Receiving confirmation of acceptance
