Is it possible to refuse to install a gas meter: what does the law provide for?

Maintenance of gas equipment: is it necessary to conclude an agreement for that, can they turn it off if there is no maintenance agreement, who checks?

Varieties and procedure for verification

Verification of gas meters can be:

  • planned;
  • unscheduled.

The terms for checking gas meters according to the plan are set by the manufacturer of gas equipment and are indicated:

in the passport of the flow meter. The manufacturer sets the calibration interval, and you can determine the period for a scheduled inspection by adding the date of manufacture with the established interval. For example, the Betar flow meter has a calibration interval of 6 years;

Calibration interval set by the manufacturer

in the receipt for payment for the consumption of "blue fuel".

Determining the date for checking the receipt

The reasons for unscheduled verification may be:

damage to the verification mark/seal and/or illegibility of the information indicated on the mark (seal). The causes of damage may be mechanical impact or normal wear and tear;

Seal breach

  • damage to the housing of an individual meter;
  • depreservation - putting the flowmeter into operation after the expiration of at least one calibration interval;
  • the presence of suspicions of the user to receive incorrect readings.

The result of the verification is a protocol confirming:

  • the possibility of using the metering device further;
  • unsuitability of the flowmeter for further operation.

The standard document states:

  • the name and address of the organization that conducted the research;
  • counter type;
  • the date of the inspection;
  • counter number;
  • research results;
  • expert opinion;
  • date of the next check;
  • cause of unsuitability if the meter has not been tested and needs to be repaired or replaced.

Document with verification results

Verification of meters can be done:

  • in a specialized organization;
  • at home.

Features of verification in the company

If it is planned to check the meter in a specialized company, then the following procedure is performed:

  1. the consumer personally or through a legal representative visits the office of the selected organization and applies for the removal of the meter for the purpose of verification. The application is written in free form or on a special letterhead of the company. The application must be accompanied by:
  • a copy of the applicant's civil passport and a power of attorney, if the document is submitted by the legal representative of the owner;
  • a copy of the certificate (extract) confirming the ownership of the premises in which the metering device is installed;
  • a copy of the technical passport of the flow meter;
  1. at the appointed time, a representative of the company arrives and removes the meter for research. Instead of a metering device, a special arc is installed - a plug. An act is drawn up on the removal of the flow meter, which must be submitted to the resource supply organization;

Arc instead of a gas meter

While the meter is not available, the gas fee is charged according to the standards established in the region.

  1. the owner personally takes the device for examination, which can last from 5 to 30 days;
  2. obtaining a metering device and a research protocol. If the meter can be used further, then specialists are called who install and seal the flow meter. If the flowmeter is unsuitable for further use, then it is replaced;
  3. sending a verification document to a resource supply company.

Features of verification at home

If the gas system maintenance company has special equipment designed to calibrate the meter without removing it at home, and the type of installed meter supports this possibility (for example, Grand meters), then the verification procedure is simpler and requires less time (1 - 3 working days).

Verification is carried out according to the following scheme:

  1. filing an application for a flow meter check;
  2. arrival of a specialist who performs the following actions:
  • external inspection of the metering device, during which defects, deformations and violation of the seal are detected;
  • checking the operation of the shut-off valves;
  • if no external defects are found, then special equipment is connected to the meter;
  • joints are washed to eliminate possible leakage, and when it is detected, they are sealed;
  • research is being done;
  • a protocol is drawn up containing the result of verification;

Conducting meter studies without removing the device

  1. payment for services rendered;
  2. transfer of documents to a resource supply company or replacement of a gas meter.

Law of the Russian Federation on energy saving

The law on energy saving was adopted a long time ago and it clearly states that the owners of residential buildings and apartments are required to ensure the installation of gas metering devices by January 1, 2015. But what does "provide installation" mean? This means that the consumer must independently install the meter, or rather, the employees of the gas service will install it, but at the expense of the consumer.

The same law provides for two options when installing a meter is not required:

  1. If the capacity of equipment that consumes gas for operation and is installed in a residential area is not more than two cubic meters per hour of operation. These data must be in the technical passport of each device connected to the central gas supply system, and it is these data that the gas company takes into account when calculating the average gas consumption per month.
  2. If gas from the central system is not used by appliances for heating residential or utility rooms.

Based on the law on energy saving, we see that a gas boiler for heating water or a gas stove does not need to install a meter

But here it is important to take into account the total power of the devices. For example, you have a gas boiler and a stove with a total consumption of more than two cubic meters per hour, then you need to install a meter

If your boiler is used for a room heating system, then regardless of its consumption, a meter must be installed.

What is the service life of a gas meter? What is the danger of using a device with an expired shelf life?

According to the amendments to Federal Law No. 261 “On Energy Saving and Increasing Energy Efficiency”, owners of apartments and residential buildings must install meters to measure gas consumption by January 1, 2020, or the device will be installed by force by a special service.

The law does not apply to emergency dwellings and facilities that are subject to demolition or are awaiting major repairs. Also, meters will not need to be installed in apartments where the maximum volume of gas consumption does not exceed 2 cubic meters per hour, for example, when only the stove runs on gas in the house.We will find out what the validity period of the device is, after what time the counter changes.

What does the expiration date for a gas meter mean?

The service life of a gas meter is its maximum possible service life; after this time, the device needs to be replaced. Any meter is sold complete with a technical passport, which contains:

  • all characteristics of the device;
  • the frequency of the need to perform verification;
  • service life set by the manufacturer.

How much is?

Let's find out how long the device lasts, for how many years it is installed. Despite the fact that the state has set the validity period of a gas meter in an apartment or a private house for 20 years, it is better to follow the recommendations from the manufacturer prescribed in the technical passport of the equipment. Models of counters and terms of their operation:

  • SGK - 20 years;
  • NPM G4 - 20 years;
  • SGMN 1 g6 - 20 years;
  • Betar - 12 years;
  • 161722 Grand - 12 years old.

From which date is it counted: from the date of installation or release?

It doesn’t matter how long after the purchase you installed the meter, the life of the gas meter is counted from the date of manufacture of the device in accordance with the Procedure for verifying measuring instruments, the requirements for the verification mark and the content of the verification certificate (approved by order of the Ministry of Industry and Trade of the Russian Federation of July 2, 2020 G

No. 1815).

Consider how often you need to change the device, after how many years it must be replaced. According to the standard, if the meter passed all the verifications and worked properly, then it is replaced at the end of the service life (from 8 to 20 years) indicated in the technical passport. But there are cases when the device needs to be changed ahead of the regulated period:

  • Seals broken.
  • Numbers are not displayed on the instrument panel.
  • The presence of damage incompatible with the operation of the device.
  • The meter did not pass the verification, or during its implementation, violations were revealed in which further operation is not possible.

Violation of the life of the meter can be the following factors:

  • Low throughput.
  • Increased indoor humidity.
  • Incorrect counter setting.
  • There are no dust filters.
  • The installed cells do not meet the technical requirements.

How does operation affect the period of use?

The operation of a gas meter, like any other measuring device, affects its operation. This may manifest itself in:

  • the occurrence of interruptions that affect the accounting of readings;
  • the appearance of noise;
  • constant interruptions;
  • frequent mistakes when accounting for the consumed resource.

That is why any meter must be constantly checked and, if necessary, repaired or replaced. You can find out about the timing of inspections of gas meters separately.

The device may fail if the user violates the operating conditions specified in the passport. If all the necessary requirements are met and ensured, the meter's useful life will be as long as possible.

At the moment, penalties for an expired gas meter in an apartment or on the street in a private house are not yet provided for by the Legislation, but the owner will in any case receive a blow to the wallet, since the use of a meter whose use has expired is equated to its absence, which means that you will have to pay according to the current regulations and tariffs.

If it is necessary to replace the meter, it is better to notify in advance the authorized person who will perform the replacement services, the presence of an inspector is also necessary, who will write off the readings of the removed device, and, in case of questions, confirm the integrity of the seals at the time of removal of the device and its serviceability. The device must be sealed either immediately or within 5 working days.

Step 2. Choosing a metering company

If the prices in Gorgaz do not suit you, you can use the services of commercial third-party companies involved in the installation of gas equipment. The selected company must have a permit from the gas supply organization to carry out the work.

In the absence of a permit, the company does not have the right to work with gas. Such firms will help prepare all the necessary documents, draw up a meter installation project and carry out the installation. They can also transfer documents to Gorgaz for you, for this they will need a power of attorney.

But there is an easier and more reliable way. You can apply for the installation of a meter at the local branch of the gas service. The staff will also provide a list of documents that you will need to bring yourself.

What does the law say?

According to Federal Law No. 261 “On Energy Saving and Increasing Energy Efficiency and on Amending Certain Legislative Acts of the Russian Federation”, owners of private houses and owners of apartments who use gas are required to install gas metering devices without fail.

As an exception, all household residents using gas only for cooking may not install an expensive meter.In other words, owners of private housing or apartments who do not use gas equipment to heat their premises are exempt from complying with the law.

Is it possible to refuse to install a gas meter: what does the law provide for?If a gas stove and a water heater are installed indoors, then you cannot do without installing a gas meter

In this case, gas payment is made in accordance with the standards, while the amount payable is calculated based on the number of people living in the apartment. The law also does not apply to residents of apartments and houses where the consumption of gas used for heating does not exceed 2 cubic meters per hour.

In addition to these cases, all residents of the country with real estate were required to install a gas meter before January 1, 2019. Before refusing to install a gas meter, it should be understood that the device will be forcibly mounted by utility workers in any case.

Refusal to install a meter

If the owner refuses to voluntarily install a meter, then the employees of the gas distribution company have the right to do this forcibly. In this case, the owner is obliged to provide an opportunity for specialists to install a gas flow meter in the apartment.

Regardless of whether the meter is installed with the consent of the owner or not, all costs for its installation will be charged to the consumer.

So far, the gas distribution company has not established any penalties for refusing to comply with the gas meter installation law.

If the owner is in no hurry to submit an application for the need to install a parting to the territorial branch of the gas service, he will not bear any responsibility for ignoring the law, which cannot be said about obstructing the installation work by gas service specialists.

There are also preferential categories of the population, for which free installation of gas meters is provided. Read more in this material.

Penalty for obstructing the installation of a meter

If the owner does not agree with the need to install a gas consumption meter, he will have to let the gas company employees into his housing and not interfere with the installation work.

In case of refusal to perform the listed actions by the owner of the housing, the service specialists have the right to file a lawsuit in court to prevent mandatory maintenance.

Is it possible to refuse to install a gas meter: what does the law provide for?The cost of court costs in the amount of the established fines will significantly exceed the initial cost of payment for the installation of a gas meter

It is the responsibility of the homeowner to provide gas workers with access to maintain gas appliances. Just in the process of carrying out planned work, the absence of a gas meter is discovered.

It is for refusing to let gas service workers in for maintenance that a homeowner is fined up to 2,000 rubles.

Gas meter replacement: cost and replacement rules, service life, list of documents

Each property owner is interested in the quality performance of a gas meter.If you do not replace it in time, then relying on the readings of a faulty device will make no sense, and paying according to the norms established by the state is incredibly expensive.

Gas meter replacement law

As for compliance with the legislative part of the Russian Federation, there are a number of regulations that should be referred to so that there are no conflict situations with specialized services for gas hazardous work.

Namely:

  • Law No. 4871-1 of April 27, 1993 “On Ensuring the Uniformity of Measurements” states that all means of measuring gas consumption must be delivered on time for verification, and the responsibility for this lies with the owners.
  • Various instructions, for example, safety requirements for gas hazardous work or labor protection instructions, state that any gas hazardous work can only be performed by workers who have undergone special training and confirmed their qualifications. However, such instructions are mainly relevant for specialized organizations.

At whose expense is the replacement of the gas meter

  • Contents of measuring gas equipment:
    • Delivery of the device for verification;
    • Verification payment;
  • Correctness of gas meter readings;
  • performance of the gas meter.

The first point is confirmed by a document approved by the order of the State Standard of the Russian Federation of July 18, 1994 No. 125.

Thus, the primary obligation of the owner of gas equipment is to send the device for verification in time for reliable readings of the volumes of gas consumed.

According to reviews, the replacement cost can cost from 1,000 to 15,000 rubles (depending on the specific city, region). Average prices - from 3 to 4 thousand rubles.

Gas meter service life, rules and procedure for replacement

The service life of the gas meter is determined by its manufacturer. The figure can vary between 12-20 years. The time frame established by the state for the operation of the meter is 20 years. Everything that is indicated in the instructions for the device above the established standard is an outright lie.

The need to replace the gas meter may arise when the verification period or its operational life has expired. The procedure is not easy, but subject to a number of rules, it should go much faster.

Replacing a gas meter in apartment buildings

If the gas meter is located outside the apartment (namely, in the basement), then any provisional measures for the device must be carried out by municipal services.

Moreover, it is absolutely free, because in this case, none of the owners acts as the owner of the device.

How much does it cost to install

The cost of installing a gas meter varies between 900-3000 rubles, depending on:

  • the complexity of the work performed;
  • type of work;
  • counter brands;
  • place of its installation (apartment or private house).

Is it possible to return a gas meter under warranty

How can I request a history? The fact is that half a year ago, an expensive repair was made according to the kulans (100% kulans), now there is a problem with the same unit and the dealer billed 100,000 rubles for repairs. and refused the kulans, explaining that guarantees for work carried out according to the kulans are not provided.

Info Return of good quality goods.

In accordance with paragraph 1 of Art. 25 of the Law "On Protection of Consumer Rights", the consumer has the right to exchange a non-food product of good quality for a similar product from the seller, if the product does not fit in shape, style, color, size and configuration, within fourteen days, not counting the day of its purchase.

How to choose a gas meter

Despite the fact that in order to agree on a project for installing a metering device, it is required to provide a technical passport for the flow meter, the choice of equipment should be carried out only after consultation with specialists. Be sure to ask for a list of approved devices, as unlicensed devices cannot be put into operation.

In order to choose a flow meter, its technical characteristics should also be taken into account, paying particular attention to two criteria: throughput and type of device

The first criterion depends on the number and power of gas appliances installed in the house. For one slab, for example, a throughput of 1.6 m3/h is sufficient. This parameter is indicated on the front panel and you can find it out by looking at the value indicated after the letter “G”, that is, in this case, you need a device marked G1.6.

The choice of meter depends on the throughput of gas appliances.For example, if for a gas stove it is from 0.015 to 1.2 m3 / h, then a meter with parameters of 1.6 m3 / h is optimal. In the event that several devices are installed and operated, the minimum values of the least powerful and the limiting data of the highest flow must be taken into account.

Read also:  Organization of a heating system without gas and electricity

But it must be taken into account that it is often an impossible task to ideally select a flowmeter for such a requirement, therefore the maximum values are taken into account. For example, if the minimum plate consumption is 0.015 m3 / h, and the maximum throughput of the boiler is 3.6 m3 / h, then you should purchase a meter marked G4

However, it is imperative to take into account the fact that the meter will be allowed to be installed if the deviation in the minimum value does not exceed 0.005 m3 / h. Otherwise, it may be necessary to install separate metering devices and, as a result, maintain two separate personal accounts

The main types of household gas meters

When choosing a counter, it is necessary to take into account its type, which determines the principle of its operation, as well as the accuracy of the data obtained. According to this criterion, individual consumers can choose devices:

  • membrane. These gas meters are characterized by low price, high reliability and quite reliable values. But they are very noisy devices;
  • rotary devices. These devices are popular due to their compact size and rather low price, but they have a short service life and are not distinguished by high measurement accuracy;
  • ultrasonic devices. These meters are electronic devices and have high measurement accuracy.They are quite compact, silent and can be integrated into a common system for remote data transmission.

Also, when choosing a gas meter, one should take into account its installation location, since these devices are right- and left-hand

It is also necessary to take into account on which section of the pipe the installation will be carried out: horizontal or vertical. You also need to decide on the location of the gas meter: in the house, in a warm, heated room, or on the street

In the latter case, you should buy a device with thermal correction, as evidenced by the letter "T" on the front panel of the device, indicated next to the throughput of the device.

Particular attention should be paid to the date of issue of the meter, since it is it that is the starting point for determining the calibration interval, which is individual and ranges from 3 to 15 years

Terms for replacing a gas meter and basic rules

Like any technical equipment, gas meters have a certain service life. It depends on the type and brand of the device. Replacement measures are best taken in advance to avoid delay. We will tell in the article how the gas meter is replaced, when it is changed and what documents you will need.

It is forbidden to change the gas meter on your own. This is done by gas specialists who have the right to carry out work to replace measuring instruments.

Self-replacement of the counter is fraught with serious consequences. This is dangerous!

How to replace a gas meter? The algorithm will be the following.

Step 1. It is necessary to contact the territorial management company that deals with gas networks. You should write an application and provide the required documents.

Step 2. Gas service specialists evaluate the technical characteristics for installing a measuring device in a room

At the same time, attention is also paid to the supply of gas networks to a private house or apartment.

Step 3. Acquisition of a counter in specialized stores. It is better to entrust this to a specialist who knows exactly which counter to buy.

There are many nuances that an uninformed person may not know. You need to clarify the cost of replacing a gas meter with the company that will perform the installation.

Experts will be able to announce the price for replacing a gas meter after studying the technical data of the gas pipeline in your home.

Step 4 After the gas meter is replaced, everything should be carefully checked. If the owner is satisfied with everything, it is necessary to sign a certificate of completion.

Step 5. The final stage after replacing the gas meter is sealing. Without this procedure, the measuring instrument cannot be put into service.

When dismantling the old gas meter, the owner should record the latest indicators in order to transfer them to the management company in the future.

The gas measuring device is installed in accordance with the established requirements. It can be located at a distance of 80 cm from other gas equipment. The height above the floor must be at least 1.2 m.

What documents are needed when replacing a gas meter?

To apply for a replacement gas meter, the following documents will be required:

  • owner's passport and its copy;
  • a document confirming ownership and a copy;
  • gas meter passport or certificate with a copy;
  • paper with data on the last verification of gas equipment;
  • a project for installing a gas meter in a residential area with a list of gas consumption points.

In the application sent to the management company, for sealing and putting the meter into operation, you must specify:

  • passport details of the owner;
  • contact details for communication;
  • the estimated date of commencement of the use of the meter;
  • registration number of the measuring device;
  • counter model type;
  • the address where the gas meter needs to be replaced;
  • the name of the gas company that installed the device;
  • meter readings before replacement;
  • date of the next verification.

RF Government Decree No. 354 dated r established the Rules for the provision of utility services to owners and users of residential premises.

According to this document, the period for replacing a gas meter in a private house and in an apartment cannot exceed 30 days. During this period, the calculation of the utility bill will take place according to the standard established in your region.

After the replacement of the gas meter, from the moment the application for sealing is submitted, the management company must contact the owner within three days. If this does not happen, you have the right to contact the housing inspectorate and file a complaint.
