How to pay for water by the meter - the procedure and rules for payment

How to take readings from a water meter with an electronic dial

  • consumption in liters;
  • heating per m3.

Such a hot water meter defines a temperature below 40 degrees as cold. Both readings must be taken. For the correct reading of water meters, you need to be able to use it. There are 2 markers on the scoreboard:

  • the right one denotes the line number;
  • the left one is the number of the instrument table column.

V1 is the total volume of water that has passed through the turbine;

V2 - indications when connecting the meter;

V1 with a dash - hot water consumption (above 40 degrees);

T is the temperature indicator.

A short press switches the second marker, a long press switches the first one.

The numbers in the third line are the water consumption for the reporting period, the date the correct readings were taken. Below is the checksum. By moving the position of the markers, take readings.

Payment types

The payment document reflecting the list of paid services is a receipt that is sent to the homeowner on a monthly basis. At the same time, a detailed calculation of utility bills is not included in this document. It only indicates the types of services with indication of consumption rates and meter readings. Before paying, you need to clarify whether the invoice is correct.

Speaking directly about the general utility bill, it should be indicated what types of payments should be included in the document in question:

  • tariffs for water supply and sanitation, the latest meter readings, or the average cost per month;
  • heating (in some houses it is calculated only during the heating season and is based on tariff indicators, and in some houses all year round in a single fixed amount);
  • gas supply and maintenance, which also implies an average indicator, or the results of removing the meter;
  • electricity, which is reflected in the form of kW indicators per month;
  • overhaul;
  • maintenance of common property.

In the presence of additional services, the management company will also issue invoices for payment according to the tariffs.

Separately, it should be said about each type of payment, since they have their own peculiarities of calculating payment and setting average consumption and tariffs.

For housing services

This category includes payments related to the maintenance of common house property. There are no counters provided here. The management company sets tariffs for intercom maintenance, cleaning, property maintenance, garbage disposal, and so on. In this case, the cost should be determined according to the norms established by the region.

The cost of housing services is also confirmed by contracts with service providers. For example, the handling of MSW, that is, the removal of garbage, is provided by the relevant city company, with which the management company enters into an agreement, negotiates the price, and then, on the basis of the agreement, issues an invoice to the homeowner.

For utility bills

The list of utility bills includes payment for those services for which it depends either on the amount of their consumption or on average standards. If the homeowner does not have metering devices, then the Criminal Code issues an invoice based on average indicators.

For example, accounting for the amount of water consumed in an apartment is not provided due to the lack of meters. The Criminal Code determines the average amount of consumption - 5 cubic meters of hot water per month, regardless of whether this amount is actually consumed or not. Accordingly, payment is made at the rate of the region for 5 cubic meters. At the same time, the owner can spend hot water less or more, the amount of payment will remain unchanged. The same principle applies when determining the cost of light and gas.

For a communal apartment according to meter readings

The next category of payments is according to the readings of metering devices for the consumption of communal resources. The size of the provided payment for housing and communal services is determined according to the amount of gas or light actually used. From here, the corresponding payment is formed.

For example, for a month the electricity meter showed a consumption of 160 kW. Therefore, the specified amount of electricity will be paid according to the tariff. However, next month it may be different. This type of payment is more convenient and correct, but it is valid only if there are meters in the apartment.

An individual water meter is a technically sound meter for the consumption of hot and cold water, included in the State Register of Measuring Instruments of the Republic of Belarus, installed in a residential, built-in (attached) non-residential premises of a residential building on the basis of design estimates or technical specifications of the service provider. According to the readings of this device, the volume of water to be paid by the consumer of housing and communal services, the tenant (owner) of the built-in (attached) non-residential premises is determined.

According to the contract for the provision of water supply and sanitation services, which is concluded between UE "Minskvodokanal" and an individual consumer, UE "Minskvodokanal" is obliged to carry out state verification and replacement of the water meter, and the consumer, in turn, monitor the condition of the meter and timely submit information for the calculation of water charges. For repair and replacement, only certain types of metering devices are accepted from the enterprise's exchange fund.

Once a month, the operation to take readings of water meters must be carried out by everyone. Detailed instructions with specific examples for the main types of metering devices will help to do this correctly.

1. Locate meters

Water metering devices are installed on water pipes in the bathroom or in the kitchen.

As a rule, 2 metering devices are installed - for cold and hot water, however, there may also be 1 metering device (for example, in private houses or in houses with gas water heaters) or more than 2 (if water is metered for different rooms separately ). Meters must be freely accessible.

To calculate the amount of water consumed, readings must be taken separately for each meter for all black numbers and the first digit after the decimal point / value on the first circular dial.

The numbers before the decimal point (black) show the amount of water used in cubic meters (m3), the values of the last digits (red) or the readings on the circular dials (depending on the type of meter) - liters of water used (1m3 \u003d 1000 liters).

The operation to take meter readings should be carried out monthly. The difference between the readings of the last month and the readings of the current month will be the volume of water consumed.

The front panel of the metering device - type 1:

Calculation example

To date, 12,345 m3 and 678 liters of water have been used. Data for the current period to be submitted: 12345.6 Data for the previous period (example for calculation): 12342.0 Total consumed for the month: 12345.6 – 12342.0 = 3.6m3 of water

The front panel of the metering device - type 2:

Calculation example

To date, 173m3 and 762 liters of water have been consumed. Data for the current period to be submitted: 00173.7 Data for the previous period (example for calculation): 00169.1 Total consumed for the month: 00173.7 – 00169.1 = 4.6 m3 of water

The front panel of the metering device - type 3:

Calculation example

To date, 3,280 m3 and 398 liters of water have been used. Data for the current period to be submitted: 03280.3 Data for the previous period (example for calculation): 03269.9 Total consumed for the month: 03280.3 – 03269.9 = 10.4 m3 of water

3. Submit meter readings

There are several ways to submit data from meter readings - via the Internet, to an answering machine. All information is given in the Entering meter readings section.

How to fill out a receipt

At the moment, almost all charges for consumed resources are performed automatically. This provides a more convenient calculation procedure and eliminates errors, but does not relieve the owners of houses and apartments from the need to verify information.

In some situations, you may need to complete the receipt yourself.

Form of filling out a receipt

  1. Specifies the period of document generation. All values must be entered legibly, without errors and corrections.
  2. Personal information is entered in the corresponding line of the table: full name, address, number of household IPU, if it is not registered earlier.
  3. The number of people registered in the apartment or house and the number of persons eligible for benefits are indicated.
  4. If available, the debt or overpayment is entered. The name of the service is marked, taking into account the unit in which it is measured and the time period.
  5. The volume of consumption for the billing period is entered.
  6. The full amount payable is entered, after which you need to calculate the total, taking into account benefits.
  7. All information is specified and confirmed by the signature.
  8. If the meter was verified during the indicated period, then the consumption will be measured according to the average value for 3 or 6 months.

The completed receipt must be submitted to the institution that carries out the reception.

If you have counters

The first thing to do is to determine their serviceability and sealing. Usually this element is installed by a housing and communal services employee, he also seals each meter. Issues a receipt for the service life and the next inspection or replacement.

If you decide to put counters. Visit your utility company, find out which model you need to purchase and agree on an installation day. Everything is done quickly. No hassle, same day or within 1-3 business days.

You have everything installed, the proper authority confirmed the serviceability and registration.

Note. On the outside of the meter there is an indicator that shows how much water has been used up, you can see from the roller when the supply occurs (it spins), if water is not supplied, then the indicator stands still

The product model is also indicated

On the outside of the meter there is an indicator that shows how much water has been used up, you can see from the roller when the supply occurs (it rotates), if water is not supplied, then the indicator stands still. The product model is also indicated.

The standard indicator consists of 8 digits.

  • At the beginning, 5 black digits are indicators in cubic meters
  • The next 3 digits are red - how much water was supplied in liters

The next step is to determine which unit for which water. Under standard conditions, the hot water pipe is carried higher. You can simply touch the pipe and determine where the water is hot and where it is cold.

About increasing above the norm

Three years ago, the Government of the Russian Federation established that for citizens who do not have a meter, the calculation comes with a multiplying factor. This is done in order to stimulate the population to purchase devices that take into account consumption. This refers not only to devices for water supply, but also for gas and electricity. Management enterprises, in turn, are required to install them on each apartment building to control the expenditure of resources by all its residents.

The Government of the Russian Federation has established that all citizens must be charged a multiplier. It may be absent only in certain cases, which are also provided for by law. For example, when the meter cannot be installed for technical reasons.

Calculation example

Anyone living in a private house or apartment with water meters can independently calculate the estimated payment amount for the billing period.

This requires the following information:

  • Indicators of metering devices for cold water and hot water.
  • Information from both counters for the last month. If there are no records, the data can be found on the receipt.
  • current rate. For each subject of the Russian Federation, it is individual. You can clarify the information on special sites where the cost for the current period is published, or in a receipt for payment.

You can calculate the amount per month as follows:

  1. Read data from an individual hot water meter (conditionally 00085.456) and a cold water meter (000157.250).
  2. Prepare readings for the past period: DHW - 00080.255, cold water consumption - 000147.155.
  3. Find out the tariff for the region. It is taken into account that every year an increase in the cost is allowed. So, in Moscow, from July 1, 2020, for most districts, one cubic meter of cold water costs 35.40 rubles, hot - 173.02 rubles.
  4. Determine the amount of consumed resources per month. To do this, the current values are subtracted from the previous ones (whole cubic meters are taken as the basis). For hot water: 85–80=5 m3, cold water: 157–147=10 m3.
  5. Calculate payment amount:

DHW: 5m3 x 173.02 = 865.1 r.

Cold water: 10m3 x 35.40 = 354 r.

Total for the month: 865.1 + 354 = 1219.1 rubles.

The calculation for water disposal is made on the basis of general data. Some service organizations place an online calculator on their websites, with its help any resource provided is calculated, but only as part of informing.

How to perform verification

  1. With the removal of the water meter.
  2. Stationary, with connection to the system of metrological equipment (portable verification unit).

Developed controllers that are put on the crane. A representative of the verification organization comes with him to the house. The verification report is certified by the personal brand of the controller or the stamp of an accredited organization that has the right to evaluate the accuracy of the water meters.During a stationary check, the seal is preserved. Data on verification are entered into the technical passport of the meter, the act is transferred to the accounting department. Accruals are again made according to water meters. When discrepancies between the meter indicators and the volume of water consumed are revealed, the owner buys and installs a new individual meter.

Payment documents for paying utility bills are familiar to every adult. Monthly, such receipts are sent to the post office, and from there they are redirected to the residents' mailboxes.

Some people have no idea what the columns in such documents mean and how to decipher them. However, sooner or later questions arise in connection with the formation of debt, the accrual of penalties and others.

In this article, we will consider in detail what a utility bill is.

Dear readers! Our articles talk about typical ways to resolve legal issues, but each case is unique.

If you want to know

Taking readings

In order to correctly write off the readings for submission to the service organization, you need to know exactly what to read.

The counter dial includes 8 digits. The first five characters in black are the main ones, they show the total number of cubic meters of water consumed. This is the information that needs to be included on the invoice. The last three red numbers are auxiliary, separated from the main ones by a comma and indicate the liters used.

How to pay for water by the meter: the specifics of calculating water consumption + analysis of payment methods
At the moment, water meters are produced with three types of panels, but in the domestic sector, type No. 1 is considered the most popular and easiest to operate.

General rules for taking readings:

  • The first characters must be specified before the comma.It is taken into account that when transmitting information, it is not necessary to write off the leading zeros.
  • If the last three digits are greater than 600, then it is advisable to round the value to the cube. This is not a violation.

To remove information from the counter should be according to the scheme:

  1. The numbers on the dial (for example, 00015.784) indicate that more than 15 m3 of water was used during the corresponding period.
  2. The number of liters is rounded up to 16 cubic meters. These indications are transmitted for calculation.
  3. Next month, the data will change and the dial will be conditionally 00022.184 (22 m3).

You need to understand that it is the current readings that are taken into account. But most often, the owner of the premises does not need to deal with the number of cubic meters, this is done by the service organization.

Water supply

Water supply usually refers to everything related to water in an apartment, but in fact this is a narrower term, although it includes not only, in fact, the supply. It includes the preparation, transportation and supply of water to apartments. In this case, both centralized and non-centralized hot and cold water supply systems can be used, which must also be filled out separately in the receipt.

The preparation includes filtration and purification, analysis of the composition - all this must be controlled so that the consumer receives clean, high-quality water. For transportation and supply, it is necessary to maintain the condition of water pipes, maintain pumping stations, and so on - this is where the money that consumers pay for water goes. With regard to hot, one should not forget about the maintenance of boiler houses, which also requires funds - therefore it is more expensive.

Cold (HVS)

Cold water supply implies the provision of cold water of the established quality, uninterrupted throughout the day (with the exception of the period allotted for breaks). In this case, water should be supplied directly to the dwelling, or to the water intake column, and in the required volume. These requirements are formulated in Government Decree No. 354, and the supplier must strictly comply with them in order to charge for their services in accordance with the established tariff.

As for permissible interruptions in the supply of cold water, they are no more than eight hours in total per month, and no more than four hours at a time. Breaks of this duration are allowed in case of malfunctions in the centralized cold water supply network. These standards are established in the Construction Norms and Rules (SP 31.13330.2012). If the deadline is exceeded, then the water charge must be recalculated.

Other parameters are also strictly regulated by legislative norms, and if they are violated, the supplier will have to be responsible: for example, water must comply with Sanitary norms and rules in its composition (SanPin 2.1.4.1074-01), and the pressure at the point of analysis must be 0.3- 0.6 MPa.

Hot (DHW)

Hot water supply also implies preparation, transportation and supply, but only hot water. In general, for the consumer, it is not much different from cold water, but technically there are certain nuances, as a result of which the requirements for it are slightly different.

So, although the standard duration of breaks in the supply of hot water is the same as for cold water, that is, four hours at a time and eight in total per month, but a couple more options are added. In the event of an accident on a dead end line, a break in supply per day is allowed, and an annual stop in supply for repair work is also provided. In accordance with SanPin 2.1.4.2496-09, the duration of such work can be up to two weeks, they are usually carried out in the summer.

The maximum deviation of water temperature is also set: in the daytime it should be no more than three degrees Celsius, and at night (that is, from midnight to five in the morning) - five.

As for payment for water consumption, you can find the abbreviation PC on the receipt - it will mean a multiplying factor. This is true for residents who have not installed meters.

Difference between sewerage and sewerage

It is often possible to meet the opinion that wastewater disposal is the same as sewerage. But this is not so, and to make sure of this, we will analyze the differences between them. If sewerage includes the direct removal of wastewater from the dwelling, and then their transportation, then sewerage involves, in addition to the removal of wastewater from the premises, their subsequent cleaning and disinfection, in order to be used for technical purposes later or returned to the reservoir.

This means that the sewerage fee implies that the wastewater will be treated and brought back to normal, and eventually returned to the ecosystem.The operation of all the systems required for this requires funds contributed by consumers, and the purity of the water, which will then be reused for water supply, is determined by how well the complex of treatment facilities functions.

How to pay for water by the meter: the specifics of calculating water consumption + analysis of payment methods

But the concepts of wastewater disposal and sewerage are mixed up, and sometimes they are even considered synonyms, for a reason: they have a lot in common. First of all, this refers to the withdrawal from the premises in which the waters were used, their further diversion both inside the house and outside it, and then further transportation - all this will be done in the same way in one and in the other case.

What to do if the device is defective?

In some cases, and with experience in the plumbing craft, the problem can be solved on its own. In most situations, you need to contact the UK. Only an experienced specialist can solve the question related to why the counter shows more.

Resolving the situation on your own

The consumer can independently try to solve the problem. But in all cases, he needs to notify the Criminal Code about this in advance. The consumer has the right to independently replace the water meter, which incorrectly records the readings of the resource consumption, if it was he who caused the problem.

For this you need:

  1. Notify the CC at least 2 business days in advance. The work itself should be carried out only in the presence of a representative of the company. The requirements are fixed in paragraph 81 (13) of the Government Decree of May 6, 2011 under the number 354.
  2. Preliminarily establish the exact cause by checking both the meter itself and all pipes, from the bathroom to the kitchen.
  3. Turn off the water in the apartment.
  4. If the cause was a leak, then it is necessary to tighten the couplings or tidy the shut-off and adjustment valve.
  5. If the cause lies in the blockage of the pipes, then the inlet filter is cleaned. This procedure is recommended once every six months.
  6. If the cause is a broken water meter, then you need to replace it. To do this, the device is removed with a key in two places (at the inlet and outlet). Gaskets need to be changed. The new water meter is tightened with new nuts that come with it.

Only consumers with sufficient knowledge in plumbing can eliminate blockages in pipes. If during the procedure the water meter was replaced, then the Criminal Code must be notified of the violation of the integrity of the seal. Her representative will also have to seal the new device in the future.

It is forbidden to independently solve the problem of increased water consumption if it arose for reasons such as leakage in pipes and connections located outside the apartment, excess water pressure and improper circulation of the resource in the DHW system.

Important! In these cases, the problem should be solved only by management companies.

Appeal to the Criminal Code

In such a situation, you should act according to the algorithm:

  1. Notify the CC that there is a problem. Do this verbally over the phone or in person. You can write an application.
  2. Get a referral. Draw up with him an act of inspection of the water meter, as well as the entire communications system in the house.
  3. Sign an act of work aimed at eliminating the cause of increased water consumption.

If the flow meter was replaced during the procedure, the consumer will have to purchase a new device at his own expense.If the old water meter was under warranty, then the management company will have to purchase a new one at its own expense.
