Who can be assigned a qualification group?

Obtaining an admission group assumes that the employee has a sufficient level of knowledge in the field of safe maintenance and operation of electrical installations.It is assigned to personnel associated with work in electrical installations.

Group assignment is preceded by:

• training (instructing);
• passing an exam;
• issuance of an appropriate certificate (if the exam is passed successfully).

First of all, you need to know that all personnel who are directly or indirectly related to electrical installations belong to one of three categories or classes:

• electrotechnical;
• electrotechnological;
• non-electrotechnical.

Each group of personnel solves a certain area of ​​tasks specified in the Intersectoral PB during the operation of electrical installations. According to this document, there are only five electrical safety groups. The more complex the task, the higher the level of electrical safety tolerance must be for service personnel.

Category #1 - electrical personnel

The electrical personnel, first of all, includes such a subcategory as administrative workers, starting with the foreman and ending with the chief engineer. The next subcategory is operational. The employees assigned to it are engaged in both operational and technical service of the electrical facilities of the enterprise. Their responsibilities include inspections, preliminary preparation of work areas, operational switching.

The organization of the place of work by operational personnel, when stress relief is required, includes shutdowns, hanging prohibition posters. Also, the employee must, by checking, make sure that there is no voltage on the current-carrying elements, apply grounding, place indicating, warning and prescriptive posters

If there is appropriate training, personnel of this subcategory can directly participate in the elimination of damage, elimination of accidents, and help employees who carry out repair work.

The third subcategory is specialized specialists. These include both ATP and welders, electricians, electricians. Personnel assigned to the electrical class are assigned electrical safety groups from primary (second) to fifth. Each group limits the functions of its owner - the staff with the V group is vested with the widest powers.

Category #2 - electrical engineering personnel

Personnel servicing, repairing, operating electrotechnological installations - galvanic, electrolysis, welding, electrosmelting - refers to electrotechnological.

These workers use mobile power tools, lamps, manual machines powered by electricity.

This category also includes personnel whose job descriptions provide for knowledge of POT:

1. Administrative and technical workers related to operational and technical service, adjustment, installation, repair work in the power plant.
2. Operational personnel involved in the management of installations, their current maintenance.Their duties include preparing places for work, monitoring other employees, and performing the work provided for by the current operation of the equipment.
3. Operational and maintenance personnel trained to maintain the equipment assigned to them.
4. Repair workers. They are responsible for installation, testing, maintenance, commissioning.

Belonging to the electrotechnological category implies the presence of a qualification safety group of at least the second.

Category #3 - non-electrotechnical personnel

Employees who do not fit into any of the above categories are classified as non-electrotechnical personnel. At the same time, it cannot be said that their work excludes by 100% the probability of electric shock.

The first group does not give employees the right to visit the premises of electrical installations, which include transformer, battery, mobile DPP, switchboard

The employer must approve the list of such employees. They have the first admission group. They must know the safety rules and the basics of electrical engineering at least to the minimum extent sufficient to perform the work assigned to them without risk to themselves.

How the group is assigned

Certification for admission to work on the second group of electrical safety is carried out in accordance with the regulations. To do this, a commission is created on the basis of an administrative document. Each of the members of the AK must have an admission, fixed in the certificate. Appointed time for the examinations and provided the opportunity to prepare.

Where to rent an electrical safety group

The exam is carried out at the enterprise, but if there is a certificate for its conduct.If it is not possible to pass tests on their own, then attestation is carried out in specialized training centers that have permission to engage in this type of activity.

Who can take the exam

Knowledge testing is carried out on a commission basis. The minimum number of members must be at least three, including the chairman.

Basic conditions for creating a commission:

1. If there are receivers of electricity with a voltage of less than 1000 V, the chairman must have at least an IV group of admission.
2. If the voltage indicator is more than 1000 V, then the group assigned to the chairman must be at least V.
3. The commission may include heads of production sites and specialists in labor protection.
4. All members of the commission must have an electrical safety group of at least the second.
5. Certification of the chairman and members is carried out in Rostekhnadzor or at the enterprise, but in the presence of an inspector.

Exam program for admission

Training is carried out according to the Program developed at the enterprise and approved by Rostekhnadzor.

The training includes the following materials:

1. Primary requirements.
2. How is admission to work carried out?
3. List of technical documentation required for work.
4. Concepts of electrical safety groups.
5. HSE during work.
6. Actions in emergency situations: accidents, incidents, accidents.
7. Providing first aid until the arrival of medical professionals.

Training

Electrical Safety Exam

Knowledge is tested on a commission basis and the admission options are as follows:

1. In the commission of the organization of the enterprise.
2. In a specialized training center, and the composition should include an inspector of Rostekhnadzor, who controls the safety during the operation of technical devices.
3. Directly in the RTN, geographically located.

The management of the organization appoints members of the commission for certification. The chairman, as a rule, is an employee responsible for the energy facilities of the facility. All members of the commission must have certificates with a mark of attestation.

The knowledge test is carried out using tickets specially designed for the Training Program. Upon successful passing of the test, an entry is made in the protocol and a certificate is issued. If the certification is repeated, then a record of its passage is made.

The result of the knowledge test

The results of testing the knowledge and skills of employees are drawn up according to the following algorithm:

1. The training center of the enterprise or a third-party organizational structure approves the form of the protocol and certificate. The established forms of documents are placed in normative acts.
2. The journal contains information about the delivery of offsets.
3. Data on the inspection carried out are recorded in the protocol: the surname and initials of the employee, the title of the position, which electrical safety group is assigned, when the next certification is required.
4. The results of passing tests are entered in the certificate: the number of the document, the name of the enterprise, the surname, initials of the employee in full, his position, when the document was issued; the date of the knowledge assessment, the reason for the event, which group was assigned, the assessment, the period of the next certification is indicated.

The issuance of the certificate is carried out in the hands of the employee.

Who is assigned 1 electrical safety group at the enterprise

There are no enterprises, firms and organizations that do not come into contact with electricity - elementarily everyone has office equipment that is connected to a 220V network and other devices that operate from a network with a voltage above 220V.

According to the laws of the Russian Federation, regulations, etc. when a new person is hired, the employer is obliged to provide and create all conditions for the work of the subordinate, including safety at the workplace.

Attention! The employer is obliged to provide and instruct the employee on how to behave with devices connected to the network, and when working with high voltage electrical installations, not to allow people to enter them without special permits. There are five electrical safety (ES) groups:

IV - employees of this group have a technical education, have a complete understanding of the dangers of electrical installations, know the Intersectoral Rules, diagrams, and so on. They can be instructed on working with installations, on electronic safety, providing medical care, etc.
V are professionals who know thoroughly the schemes, layout of installations, know the rules and regulations for operation. They know how to organize safety at work, they know how to train others, indicate the requirements and rules of operation, etc.

Electrical safety at the enterprise

1 electrical safety group includes those people who belong to non-electrical personnel. Simply put, those who do not have a specialized education for working with installations, but, nevertheless, work with devices in everyday life and can be shocked.

The goal of the employer is to train such employees, fulfilling Article 22 of the Labor Code of the Russian Federation.

According to intersectoral standards, this group includes the profession:

• Accountant.
• Cleaning ladies.
• Economist.
• Secretary.
• Driver.
• And other specialties.

Attention! The first group is those who do not work with electrical equipment, but use office supplies and household appliances. That is, everyone who works at a computer, scanner, risograph, copier, etc.

The group also includes workers who work with a vacuum cleaner, polisher and the like.

In general, such workers are not given special instruction in working with machinery. The devices have their own security system, but still, fatal cases are not uncommon when working with them. So, there is a place to be and briefing on electrical safety.

According to the staffing table provided by the management and other legislative acts, each of the positions belongs to one or another group. The difference in groups of all personnel, as well as informing them about electrical safety, will save the enterprise from big troubles associated with both the health of the staff and criticism from the supervisory authorities.

How is a group assigned?

The procedure for assigning the 2nd electrical safety group is specified in the "Rules for the technical operation of consumer electrical installations". For its implementation, a special commission is created, and the results are recorded in the relevant documents.

Where are they renting for a group on EB?

The main condition for the implementation of the electrical safety exam procedure at the enterprise is that this organization has a special license to conduct it.

The enterprise itself can assign the second qualification group, having passed the exam by the forces of its commission. If his limited staff does not allow this, the exam takes place at Rostekhnadzor. The right to conduct an assessment of knowledge and assign a security team also have commissions created on the basis of specialized educational institutions.

Who can take the exam?

Conducting a knowledge test at the enterprise involves the creation of a commission of 5 people. If the organization has equipment only up to 1000 V, a person with the 4th access group can manage the activities of the commission. At enterprises operating electrical equipment with voltages above 1000 V, an employee with a group of at least five must be at the head of the commission.

The minimum number of examiners is 3.Among them must be the chairman and his deputy. Usually they are appointed as an engineer for labor protection and the chief engineer of the enterprise. Everyone who assigns a group must themselves be examined by Rostekhnadzor or the organization's forces in the presence of an inspector sent by this body.

Exam program for admission

The exam program includes questions compiled according to the new electrical safety standards, which include:

• "Rules for the technical operation of consumer electrical installations" (PTEEP), amended in 2003;
• "Rules for labor protection during the operation of electrical installations", as amended in 2016;
• "Rules for labor protection during the operation of electrical installations" 2013.

EB Exam

In order to successfully pass the exam to confirm or receive the 2nd group in electrical safety, an employee needs to know:

• on the arrangement of electrical installations (in general);
• about the norms and rules when working in them;
• on the requirements for the training of working personnel;
• on the conditions for the safe performance of work in electrical installations, on their procedure;
• on grounding, protective equipment, as well as the rules for their testing and use;
• on the procedure for providing first aid to victims of electric current.

The result of the knowledge test

Permission to participate in the work is issued as follows:

1. Upon completion of the procedure, a special protocol compiled by the chairman of the commission displays the level of knowledge of the employee and the date of the next exam.
2. The fact that the qualification commission has assigned a safety group is recorded in a journal specially created for this purpose.
3. The employee is issued a certificate of the established form.

How to get group 3 clearance

To obtain a 3rd group of admission, the following conditions must be met:

1. Secondary education.
2. Reaching adulthood.
3. The general experience must be at least three months, but have the skills to work in the second group
4. Have knowledge of electrical engineering.
5. Know how to provide first aid.
6. Know TV.
7. Be trained in a specialized educational institution or at an enterprise, but on condition that the latter must have a license.

When changing jobs, moving to another position, or approaching the deadline for the next certification, you should take an exam. Based on the results, a protocol is drawn up and a certificate for admission to operations is issued.

Attestation algorithm

To successfully pass the exams, you need to know:

1. Rules for the operation of electrical installations.
2. Additional recommendations for training and testing practical skills are included by the management of the enterprise or the person responsible for electrical safety.
3. Electrical requirements.
4. Characteristics of electrical installations, including the rules for their maintenance and operation.

It is necessary to have skills in performing all operations, including in safe mode.

To take the exams, you must do the following:

1. Form a committee of an odd number of members. 5 people is the minimum. All members of the commission must have an electrical safety certification and a group of at least 3.
2. Preparation of tickets based on the requirements of the Rules and other regulations. Perhaps questions in the form of testing. Preparation is possible on computers.
3. When passing exams, the mark is made in a special journal, recorded in the protocol and an entry is made in the certificate.
4. The certificate is issued to the employee.

Certification according to this algorithm is carried out in organizational structures of medium and large scales. But if it does not make sense to create a commission, then attestation can be carried out in educational institutions that have certificates from Rostekhnadzor.

The 3rd tolerance group is assigned if it is required to carry out work in electrical installations under equipment voltage of less than 1000 V. If the voltage indicator is higher than the specified one, then assignment of 4th group is required.

The dependence of permitted work and the rights of personnel not only on the indicator of the group, but also on the assigned category. The assignment of electricians can be to operational or maintenance personnel.

What an employee can do:

1. If group 3 is assigned, then it is possible to independently inspect equipment with a voltage of less than 1000 V. It is supposed to make operational connections, allow the team to work and control the work process.
2. When the voltage in electrical installations is more than 1000 V, operational switching and inspections are supposed to be performed independently, but in the presence of blocking devices from incorrectly performed actions. During the period of duty, it is possible to perform work on the inspection of such equipment.
3. Current work: replacement of lighting equipment, application of inscriptions and other types of work included in the list approved by the head of the facility. Performing these works independently, without instructions from the management, including shutting down, preparing the place for the operation of electrical devices and direct operations with process equipment.
4. If the repair personnel has group 3, then they can carry out work on their own along with a permit, or by order of the management, with the exceptions being special types of work interpreted by the rules and defined by organizational documents.

To obtain an electrical safety group, you can use three methods:

1. Creation of a commission in the organization, development of the program and tickets. Documents must be agreed with Rostekhnadzor.
2. Conclusion of an agreement with a specialized training center. The presence of a certificate for conducting studies and certification is mandatory.
3. Access to the site via the Internet. Modern technical means allow you to study and take tests.

What is the EB clearance level for?

When are exams for the electrical safety clearance group.

- If an employee continuously worked at one enterprise in one position, then the exam is taken once a year, on time.

- When changing jobs. If the employee has moved to work for another company, then he must prove his qualifications.

- If the enterprise has a special permanent commission (MPC), which has the right to take this kind of exams, then the employee can confirm his qualifications at his enterprise.

- If there is no commission at the enterprise, then the exam is taken in special institutions. Usually this is done in a special direction, which indicates the position of the employee, length of service and the required admission group.

The 5th electrical safety group is required by the following officials without fail:

• Specialists who work with electrical installations with voltages above 1000V.
